Tricks to distort the consolidation of forces participating in protecting security and order at the grassroots level

However, many bad elements have deliberately spread false, distorted, and negative arguments to incite skepticism and conflicts in society surrounding the establishment of this force.

Right from the stage of drafting the law, collecting public opinions as well as the process of the National Assembly discussing, commenting and voting to pass the Law on Forces Participating in Protecting National Security and Order at the Grassroots Level, hostile, reactionary, opposing and opportunistic political forces have continuously launched arguments distorting the position, role and importance of this force in the cause of protecting national security.

Bad forces spread false arguments, distorting the implementation of the Law on Forces participating in protecting security and order at the grassroots level.

Up to now, when the law officially comes into effect, some foreign newspapers and radio stations with unsympathetic views of Vietnam and bad elements inside and outside the country continue to spread harmful and erroneous messages. They spread arguments such as: "the force participating in protecting security and order at the grassroots level is a burden for the people", "the purpose of establishing this force is to suppress the people", "increasing the force participating in protecting security and order at the grassroots level is to manage the people, businesses and party members so that they can be punished at any time", "establishing more forces to exploit the people"...

More insidiously, with one-sided and illogical reasoning, bad elements have attacked and divided the relationship between the police and the army with the tone of "increasing the force participating in protecting security and order at the grassroots level so that the police can prepare to fight the army"! On June 26, the Facebook page "New Horizon Media" of the terrorist organization Viet Tan posted an article distorting the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, claiming that from July 1, 2024, the Ministry of Public Security will become increasingly bloated and "this law is issued to bind and oppress the people"!

The force participating in protecting security and order at the grassroots level is one of the mass forces, arranged in villages and residential groups, acting as the core to support the commune-level police, helping the People's Committees at the same level in protecting security and order and building a movement for the entire people to protect national security. According to the provisions of the law, the force participating in protecting security and order at the grassroots level has 6 groups of tasks including: supporting the understanding of the security and order situation; supporting the building of a movement for the entire people to protect national security; supporting fire prevention, fighting, rescue; supporting administrative management of social order; supporting the mobilization and education of people who have committed violations of the law residing at the grassroots level; supporting patrols to ensure security, order, traffic safety and performing security and order protection tasks when mobilized.

In the process of performing their duties, the forces participating in protecting security and order at the grassroots level must comply with the Constitution and the law; protect and ensure human rights and civil rights; protect the interests of the State, the rights and legitimate interests of organizations and individuals; rely on the people and be subject to their supervision. In particular, the law strictly prohibits the act of taking advantage of or abusing the task of protecting security and order at the grassroots level to commit acts of violating the law, harassing or infringing upon the interests of the State, the rights and legitimate interests of organizations and individuals.

In reality, most of the incidents and phenomena related to security and order occur at the grassroots level, originating from the grassroots level. Therefore, ensuring security and order at the grassroots level is identified as a particularly important, urgent, and inevitable task of the country. The force participating in protecting security and order at the grassroots level is not a completely new force. In essence, this is a readjustment of the forces and positions that have been established and operating at the grassroots level since the August Revolution in 1945, including the semi-professional communal police, the civil defense force, and the positions of captain and deputy captain of the civil defense force. In reality, this force has made an important contribution to the fight against the sabotage plots of hostile forces, protecting the peace of the Fatherland. Therefore, in order to promote the achieved results and overcome the limitations and shortcomings arising from practice, it is extremely necessary to unify the above forces into forces participating in protecting security and order at the grassroots level, in accordance with the requirements and demands of the cause of protecting the Fatherland in the new period. Therefore, there is no such thing as "the government increasing forces to suppress the people" as the toxic argument spread by bad elements.

In the relationship between the Police and the Army, over the years, bad elements have always sought every way to incite conflicts, misunderstandings, and cause division between the two forces. Taking advantage of the Law on Forces Participating in Security and Order Protection at the Grassroots Level that has officially come into effect, they have once again "poured water on the rain", distorting the "struggle" between the Police and the Army. It must be clearly affirmed that the Police and the Army are two forces with functions and tasks clearly defined in the Constitution and related laws. In the process of performing their tasks, these two forces always coordinate and cooperate closely to successfully carry out the task of protecting the Fatherland. During his lifetime, President Ho Chi Minh also clearly affirmed: “Our people have two forces. One is the Army to fight foreign invaders to protect the Fatherland and maintain peace. Another force is the Police, to fight domestic enemies and sabotage. There are times of war, and times of peace. During war, the Army fights, and during peacetime, it trains. As for the Police, they have to fight the enemy regularly. During wartime, there is work, and during peacetime, there is even more work…”. As specialized agencies performing national defense and security tasks, both the Army and the Police strive to fulfill their assigned tasks, thereby creating a peaceful and stable environment for the country to develop further.

The domestic situation in recent times shows that, although political security and social order and safety continue to be maintained, our country still faces many potential risks and challenges, threatening stability and development. In particular, hostile forces always carry out plots and tricks to sabotage our Party and State, gather forces, and incite sabotage right from the grassroots. In reality, a number of complicated situations have arisen in some localities and bases, sometimes being passive and confused, and not yet fully promoting the role of the security and order protection forces at the grassroots. To protect the Fatherland early, from afar, from when "the country is not yet in danger", maintaining security and order at the grassroots level plays a key role. Therefore, we must always be alert, promptly identify and fight against the plots, intentions, and sabotage activities of hostile forces, clearly seeing the position and role of the security and order protection forces at the grassroots level in the new situation.

Defending the Fatherland is a sacred duty and at the same time a noble right of every citizen. Since its inception, our Party has clearly recognized that the revolutionary cause initiated and led by the Party can only succeed if it promotes the strength of great national unity. Therefore, along with building a specialized force to carry out national defense and security tasks, our Party and State have always paid attention to and focused on promoting the role and combined strength of the masses. Ultimately, the purpose of establishing a force to participate in protecting security and order at the grassroots level is to mobilize the strength of the people to participate in maintaining security and order, for the peaceful and happy life of the people.
