Recovering advance payment for Thu Thiem project: Ho Chi Minh City sends urgent document to the Prime Minister

(NLDO) - Ho Chi Minh City is facing difficulties and problems in recovering the money paid to organizations, households and individuals whose land was recovered in the Thu Thiem New Urban Area project, as well as in carrying out procedures to settle the payments.

Chairman of the Ho Chi Minh City People's Committee Nguyen Thanh Phong has just signed an urgent document to the Prime Minister regarding the recovery of the amount of money advanced from the State budget to invest in the Thu Thiem New Urban Area (KDT) in District 2 according to the content of Conclusion 1037 of the Government Inspectorate .

Accordingly, the HCM City People's Committee said that the amount advanced up to September 30, 2018 was mainly to pay for compensation, support, resettlement and loans of the Thu Thiem New Urban Area Investment and Construction Management Board.

To recover this advance payment, it is necessary to carry out procedures to settle the compensation, support and resettlement project of Thu Thiem New Urban Area. However, when carrying out the procedures to settle, there are some difficulties and problems.

The Thu Thiem New Urban Area project has lasted for more than 20 years but has yet to be completely resolved.

Therefore, the Ho Chi Minh City People's Committee proposed that the Prime Minister assign the Ministry of Planning and Investment to preside over and coordinate with relevant ministries and branches to guide the procedures for unified implementation.

The Ho Chi Minh City People's Committee also said that it has been developing a compensation and support policy for people and making an estimate of compensation, support, and additional resettlement costs for organizations, households, and individuals affected in an area of ​​4.39 hectares in Quarter 1, Binh An Ward, District 2.

Regarding the funding source approved by the City to pay for compensation and resettlement support in Thu Thiem New Urban Area (more than 38,679 billion VND), the Ho Chi Minh City People's Committee proposed the Prime Minister to allow the City to continue implementing the Compensation, Site Clearance and Resettlement Project in the Thu Thiem New Urban Area investment and construction planning area approved in Decision No. 2466/2007 and approved for adjustment in Decision 2971/2010.

That is, continue to maintain the legal value of Ho Chi Minh City's authority in approving and adjusting compensation, site clearance, and resettlement projects, and update and supplement compensation, support, and resettlement costs in the 4.39-hectare area of ​​​​quarter 1, Binh An ward.

Based on the approved and adjusted compensation, site clearance and resettlement project, the Ho Chi Minh City People's Committee submits to the City People's Council for approval the capital allocation plan for the project to carry out payment and settlement procedures and recover advances according to regulations.

Conclusion 1037 of the Government Inspectorate requires the Ho Chi Minh City People's Committee to immediately recover and return the amount of money advanced from the state budget that was improperly invested in Thu Thiem New Urban Area up to September 30, 2018, which is more than VND 26,315 billion; and promptly find a solution to mobilize legal capital sources to repay the bank loans invested in Thu Thiem New Urban Area, which is more than VND 4,286 billion.
