Procedures for issuing ID cards to people aged 14 and over from July 1, 2024

The Law on Identification takes effect from July 1, 2024, which stipulates the procedures for issuing identification cards. Specifically, according to Article 23, the procedures for issuing identification cards are as follows:

1. The procedure for issuing an identity card to people aged 14 and over is as follows:

a) The recipient shall check and compare the information of the person requiring an ID card from the National Population Database, national database, and specialized database to accurately identify the person requiring an ID card; in case there is no information of the person requiring an ID card in the National Population Database, the procedure for updating and adjusting information in the National Population Database must be carried out according to the provisions in Clauses 1, 2 and 3, Article 10 of this Law;

b) The recipient collects identification information and biometric information including facial photos, fingerprints, and irises of the person requesting an identity card;

c) The person needing an ID card checks and signs the ID information receipt;

d) The person receiving the appointment paper to return the ID card;

d) Return the ID card to the location stated in the appointment letter; in case the person requiring the ID card requests to return the ID card at another location, the ID management agency will return the ID card at the requested location and the person must pay the delivery service fee.

2. Persons under 14 years of age or their legal representatives may request the ID management agency to issue an ID card. The procedures for issuing an ID card to a person under 14 years of age are as follows:

a) The legal representative shall carry out the procedure for issuing an ID card for a person under 6 years of age through the public service portal or the national identification application. In case the person under 6 years of age has not registered their birth, the legal representative shall carry out the procedure for issuing an ID card through the procedures linked to birth registration on the public service portal, the national identification application or directly at the ID management agency. The ID management agency shall not collect identity information and biometric information for people under 6 years of age;

b) Persons from 6 to under 14 years old and their legal representatives must go to the identity management agency to collect identity information and biometric information as prescribed in Point b, Clause 1 of this Article.

The legal representative of a person from 6 to under 14 years old shall carry out the procedures for issuing an identity card on behalf of that person.

3. In case a person loses civil act capacity or has difficulty in cognition or behavior control, he/she must have a legal representative to assist in carrying out the procedures specified in Clause 1 of this Article.

4. In case of refusal to issue an identity card, the identity management agency must respond in writing and state the reasons.

Thus, the order and procedures for issuing ID cards to people aged 14 and over from July 1, 2024 are prescribed as above.
