Prime Minister directs to ensure 2 sessions/day of teaching

The Prime Minister requested the People's Committees of provinces and cities to strengthen inspection and management of revenue and expenditure, publicize revenues at the beginning of the school year; and ensure teaching 2 sessions/day.

This is the content of Directive 26 of the Prime Minister , which has just been signed and issued by Deputy Prime Minister Le Thanh Long.

Accordingly, the Prime Minister requested The Ministry of Education and Training shall preside over and coordinate with localities to guide them in recruiting, arranging, and mobilizing teachers and school staff to ensure sufficient numbers according to regulations. There shall be solutions to overcome the shortage of teachers, meeting the requirements of teaching 2 sessions/day.

Do not let the organizational arrangement cause a shortage of teachers, affecting students' learning. Organize the implementation of the policy of free tuition and lunch support for students, ensuring that all beneficiaries have timely access.

In particular, the Prime Minister requested the urgent development of a strategic framework for higher education development. Implement the arrangement and restructuring of higher education institutions; merge and dissolve lower-standard higher education and vocational education institutions.

Strengthen state management of higher education institutions, research on transferring some universities to local management to improve management efficiency and better meet local human resource training requirements; promote public-private partnership; expand cooperation and linkages between higher education institutions, vocational training institutions, research institutions, organizations and enterprises at home and abroad.

The Prime Minister also requested the Ministry of Home Affairs to preside over and coordinate with relevant ministries and agencies to urgently complete and submit to the Government for promulgation a Decree on civil servant positions, ensuring the improvement of the quality of civil servants in the education sector to meet requirements in the new context.

Check the recruitment situation of additional teachers for localities in the period 2022 - 2026; review and propose additional teachers for the period 2026 - 2030 to overcome the shortage of teachers.

Provinces and cities shall allocate land funds and mobilize all resources to build and upgrade schools, classrooms, subject rooms, libraries, and toilets for educational establishments in the area; and implement universal preschool education for children aged 3-5 years.

Review and arrange the headquarters of administrative agencies with surplus space due to rearrangement to supplement facilities and classrooms for the education sector.
