On the afternoon of September 28, the Department of Education and Training of Nghe An province issued an urgent document on proactively responding to storm Bualoi, the risk of heavy rain, flash floods, inundation and landslides.
Ensuring safety for students and teachers
Mr. Nguyen Trong Hoan - Chief of Office of Nghe An Department of Education and Training said that due to the impact of storm Bualoi (storm No. 10), the Department decided to let all preschool and primary school students stay home on September 29 (Monday) to ensure safety. Schools need to promptly notify parents and students. From Tuesday (September 30), educational institutions will proactively monitor the storm's developments and post-storm circulation, report to the People's Committees of communes, wards and the Department of Education and Training to let students stay home (if deemed necessary).
Hung Binh Secondary School (Thanh Vinh Ward, Nghe An) proactively informed students to take the second day off. School staff also checked all facilities and teaching equipment in classrooms, functional rooms, and subject rooms.

Following the direction of the Department of Education and Training, ensuring the safety of students, Dien Ngoc Primary School (Dien Chau, Nghe An) announced that it would stop teaching on September 29 and would arrange a make-up class schedule at an appropriate time. Located in a coastal area, the school mobilized teachers and staff to check, reinforce, and tie windows, classroom doors and other functional rooms to prevent storms.
Meanwhile, heavy rain and landslides occurred in many highland communes of Nghe An. The border commune of Thong Thu suffered landslides that obstructed traffic on Highway 48 and Highway 16. Some houses in Thong Thu commune were also flooded with rocks and soil, forcing them to evacuate urgently. This commune also suffered heavy damage, landslides, and flooded houses due to heavy rain and floods about a month ago.
Faced with the above situation, schools in Thong Thu commune have proactively notified parents and students in many ways to stay home and not come to school on Monday (September 29) to ensure safety.

Thong Thu Secondary School for Ethnic Minorities has more than 200 boarding students, living in remote, isolated, and border areas. The school reminds students during school breaks not to go out to dangerous places, not to go fishing, or to collect firewood in streams... to avoid accidents and injuries.
In Tuong Duong commune, located at the foot of Ban Ve hydropower plant, there is a risk of flooding if heavy rain continues and the hydropower plant releases floodwaters. Schools have moved important assets, documents, machinery, and equipment to higher, safe areas. Some schools in higher locations are also ready to receive people for evacuation if necessary.
Proactively prevent and limit damage caused by storms and rains
In an urgent document sent to the People's Committees of communes and wards, the Department of Education and Training of Nghe An requested that the locality direct schools in the area to closely monitor the developments of storm Bualoi. At the same time, prepare a plan to be ready to immediately deploy storm response measures with the most drastic spirit, early, from afar, proactively respond at the highest level, and minimize damage caused by the storm.

Strictly implement the organization of 24/24 duty at agencies, units and schools. Focus on carefully checking vulnerable areas, promptly detecting potential risks of insecurity, especially areas at risk of landslides, flash floods, deep flooding, downstream areas of hydropower plants, coastal areas to proactively develop timely treatment plans.
Schools need to promote the role and responsibility of the unit head in directing and implementing measures to prevent natural disasters. Do not be passive or surprised in responding, especially to the risk of flash floods and landslides to ensure absolute safety for the lives of cadres, teachers, staff and students. Proactively and promptly relocate machinery and teaching equipment to safe places, especially schools that have suffered damage from typhoons Wipha and Kajiki before to minimize damage if "flood on flood" occurs.
