On August 17, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh chaired a working session with the Standing Committee of the Hanoi Party Committee on the socio-economic development situation. According to the report, since the beginning of the term, the Hanoi Party Committee has resolutely and effectively implemented 10 work programs, 5 major orientations, 3 breakthroughs, 20 targets and 14 tasks and solutions. Hanoi has innovated its leadership methods, focused, decisive, and closely followed reality; both focusing on directing the resolution of difficult and complicated issues and implementing long-term, strategic tasks related to the development of the capital. Typically, implementing projects and plans to implement Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo; proactively proposing to the Politburo, the National Assembly , and the Government to promulgate the Law on the Capital (amended); Review and approve the Capital Planning for the 2021-2023 period, with a vision to 2050, and the Project to adjust the Capital Master Plan to 2045, with a vision to 2065. Timely and sensitively issue specialized Resolutions of the City Party Committee on focusing on building and improving the quality of cadres at all levels for the 2020-2025 term and the following years. At the same time, promote decentralization and authorization; develop the Capital's cultural industry; digital transformation, build a smart Hanoi by 2025, with a vision to 2030.

The city also continues to lead the implementation of investment plans to build and renovate public schools to national standards, upgrade the healthcare system and renovate and embellish relics; speed up the progress of the investment project to build Ring Road 4 - Capital Region. Along with that, deploy the project to renovate and rebuild old apartment buildings; direct the focus on handling non-budget capital projects that use land that are behind schedule, slow to deploy, and violate land laws in Hanoi... Hanoi has overcome difficulties, maintained political stability, and created a solid foundation for development. In particular, in the extremely difficult context caused by the COVID-19 pandemic, the capital has emerged as a bright spot in proactively preventing and fighting the epidemic, maintaining the area "safe, stable, and developing in the new normal "; and well implementing the "dual goals".

Hanoi's economy is gradually recovering, with average growth in 2021-2023 1.16 times higher than the country's overall growth rate; annual budget revenue has met and exceeded estimates.
