Also attending were Party Central Committee members: Minister of Planning and Investment Nguyen Chi Dung, Minister of Transport Nguyen Van Thang, Deputy Head of the Central Internal Affairs Commission Nguyen Huu Dong, Secretary of Dien Bien Provincial Party Committee Tran Quoc Cuong; Secretary of Hoa Binh Provincial Party Committee Nguyen Phi Long, leaders of central ministries, branches and some provinces in the Northwest region.
Before the groundbreaking ceremony, Prime Minister Pham Minh Chinh laid flowers at the Giang Seo Revolutionary Base Memorial in Cao Son Commune, Da Bac District. 79 years ago, the province's first military training course took place in the pre-uprising days, contributing to the victory of the August Revolution in 1945.
On this occasion, Prime Minister Pham Minh Chinh presented gifts to delegates who are Party cell secretaries, village chiefs, village elders, hamlet chiefs, and prestigious people of Da Bac district.
The first expressway was built in Hoa Binh.
The Hoa Binh - Moc Chau Expressway Project in Hoa Binh Province is about 34 km long; the total investment is 9,997 billion VND, the project implementation period is from 2022 to 2028. The site clearance phase of the 4-lane project has a total area of about 354.37 hectares.
Hoa Binh province is assigned to implement the project, with funding from the central and provincial budgets. This is a key project of the transport sector and is the first expressway to be built in Hoa Binh province.
The project starts at Da Bac town, Hoa Binh province, connecting with section Km0 - Km19 of Hoa Binh - Moc Chau expressway; the end point is at Chieng Yen commune, Van Ho district, Son La province, connecting with the Hoa Binh - Moc Chau road construction investment project in Son La province.
The project includes tunnels and special bridges with pillars over 50 m high. The selected architectural plan ensures aesthetics and is suitable for the culture of the ethnic groups in Hoa Binh province.
The highlight is the Hoa Son Bridge over Hoa Binh Lake, located in the planning of the Hoa Binh Lake National Tourist Area. About 1.2 km long, this is the cable-stayed bridge with the longest main span in Vietnam (550 m), the highest cable-stayed bridge tower in Vietnam (187 m).
Regarding investment phases, the project will invest in construction of phase 1 with a design speed of 80 km/h, ensuring compliance with the planning; roadbed width of 12 m; construction of Hoa Son bridge with a scale ensuring the arrangement of 4 lanes in the completion phase. Hoa Binh province proposed the Prime Minister to create favorable conditions for investment capital in the completion phase (upgrading to 4 lanes) for this project.
At the same time, the province also proposed to soon allow the adjustment of the section from Km0 - Km19 of the Hoa Binh - Moc Chau expressway, the Hoa Binh - Hanoi regional connecting road project and the Son La expressway (Hoa Binh - Moc Chau) using public investment capital and investment in building a 4-lane expressway.
Motivating and inspiring Hoa Binh and the Northwestern provinces
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh assessed this as an important event, a milestone marking the infrastructure development of the Northwest region and the maturity of Hoa Binh province - assigned to be the project investor.
The Prime Minister said that the three Party Congresses (XI, XII, XIII) have all identified three strategic breakthroughs, including a strategic breakthrough in infrastructure. Where transport infrastructure is developed, new development spaces will be opened up, many urban areas, industrial parks, services, and tourism areas will be formed, land funds will be effectively exploited, logistics costs will be reduced, and the competitiveness of products, businesses, and the country will be enhanced.
In the period 2000-2021, the whole country has invested in and put into operation only 1,163 km of expressways. Resolution of the 13th National Party Congress sets the target that by 2030, the whole country will strive to have about 5,000 km of expressways. To achieve this goal, by 2025 we need to achieve 3,000 km and by 2026-2030 we will strive to have an additional 2,000 km of expressways.
Thus, in the period 2021-2030, we need to deploy investment and construction of nearly 4 times the number of kilometers of expressway built in more than 20 years from 2000-2021, while the time is only half. At the same time, deploy investment and construction of many key national projects on energy, projects under 3 national target programs...
To realize this goal, over the past time, the Party, State and Government have always paid attention and devoted huge resources with many forms of investment and appropriate policies to mobilize all resources for infrastructure development, focused investment and achieved many practical results.
Regarding aviation, the renovation and upgrading of Dien Bien and Phu Bai airports have been inaugurated; Cat Bi airport, Tan Son Nhat T3 passenger terminal, Noi Bai T2 passenger terminal have been expanded... and research has been done to expand Ca Mau, Phu Quoc (Kien Giang), Phu Cat (Binh Dinh) airports, and Thanh Son airport (Ninh Thuan) has been exploited...
In particular, for the Long Thanh International Airport Project, up to now, the existing problems, difficulties and obstacles have been basically resolved, 5,000 hectares of land have been handed over, after 3 years of construction, the project has taken shape, striving to complete in 2025...
Regarding roads, from 2021 to now, an additional 858 km of highways have been completed and put into operation, bringing the total length of highways nationwide to 2,021 km; about 1,700 km are being constructed, completing the goal of having 3,000 km of highways nationwide by 2025.
At the same time, investment preparation is being actively carried out to soon start construction of about 1,400 km of additional highways. Along with that, coastal road projects, Ho Chi Minh road, etc. are being implemented.
Regarding railways, implementing projects to renovate the existing North-South railway and preparing railway projects connecting with China. In particular, the 10th Central Conference approved the policy of building a high-speed North-South railway.
Regarding maritime transport, expand and prepare to implement projects at Lach Huyen port (Hai Phong), Lien Chieu (Da Nang), Cai Mep - Thi Vai (Ba Ria - Vung Tau), Can Gio (HCMC)...; promote the development of inland waterway transport in the Mekong Delta.
Regarding energy infrastructure, the highlight is the completion of the 500 kV circuit 3 project Quang Trach (Quang Binh) - Pho Noi (Hung Yen) with a large volume in 6 months, while similar projects in the past had to last at least 3 to 4 years. At the same time, continue to perfect regulations to mobilize resources to develop wind power, solar power...
The Prime Minister hopes that the above results will motivate and inspire Hoa Binh in particular and the northern mountainous provinces in general, especially the Northwestern provinces, to make more efforts in developing transport infrastructure; in addition to support from the Central Government, it is necessary to strongly promote the spirit of self-reliance.
Shorten the progress, complete the project before December 31, 2027
Regarding the Northwest region (including 6 provinces of Lao Cai, Lai Chau, Yen Bai, Dien Bien, Son La, Hoa Binh), the Prime Minister assessed that the current intra-provincial, inter-provincial and inter-regional transport system is very difficult (there is only 1 expressway Hanoi - Lao Cai). This is one of the important reasons why the Northwest region has not developed commensurate with its potential and advantages.
The Prime Minister gave an example: Son La has developed very good agricultural products, but because of difficult transport infrastructure, it increases costs and reduces the competitiveness of the products. Developing transport infrastructure will facilitate Son La's agricultural products to participate in the global supply chain.
Therefore, concentrating investment resources to complete the Hanoi - Hoa Binh - Son La - Dien Bien Expressway (CT.03), including the Hoa Binh - Moc Chau Expressway Project through Hoa Binh province, has important strategic significance.

The Prime Minister stated that the implementation of the Hoa Binh - Moc Chau Expressway Project has 6 major meanings.
Firstly, contributing to implementing the Party and State's policies and guidelines on three strategic breakthroughs, developing infrastructure, especially transport infrastructure, and the Politburo's Resolution on regional development.
Second, implementing the policy of decentralization, delegation of power, and assigning responsibility to localities for infrastructure development investment, in the spirit of the 10th Central Conference "locality decides, locality does, locality takes responsibility", contributing to improving the management and operation capacity of Hoa Binh province to participate in the construction of a key national project.
Third, it contributes to creating new momentum and development space, connecting the northern midland and mountainous regions with the Red River Delta and the Central region, thereby reducing logistics costs and improving the competitiveness of products and the economy.
Fourth, promote economic restructuring, production and business activities (in agriculture, industry, trade, services, and tourism); create jobs, livelihoods, and improve people's spiritual and material life.
Fifth, contribute to building a defense zone in terms of national defense and security, combining national defense and security with economic development in the strategic Northwest region.
Sixth, to respond to the expectations of the people of the Northwest region and to repay and show gratitude to those who sacrificed and contributed, the people of the Northwest have made important contributions to the historic Dien Bien Phu victory as well as the revolutionary cause of the Party and our entire nation.
The project investment preparation process has received great attention from the Government, the Prime Minister, ministries and branches; investment procedures are shortened by about 1 year compared to normal projects; investment is decentralized to localities as the governing bodies; investment capital sources include the central and local levels.
On behalf of the Government, the Prime Minister acknowledged and commended the efforts of Hoa Binh province, the Ministry of Transport, the Ministry of Planning and Investment and relevant ministries, branches, agencies and units in preparing the project.
The groundbreaking project demonstrates the great efforts of the province and related ministries and branches, however this is just the beginning, the upcoming workload is still very large.
Regarding tasks and solutions for the coming time , the Prime Minister requested Hoa Binh province and relevant agencies to promote lessons learned in implementing recent strategic infrastructure projects. Accordingly, leadership and direction must be focused, resolute, and scientific; clearly assign people, tasks, responsibilities, time, products, and results must be measurable; strengthen inspection, supervision, urging, encouragement, and sincere and timely sharing.
Promoting the combined strength, mobilizing the entire political system, military forces, police, and socio-political organizations to participate under the leadership of the Party Committee, "unanimously united from top to bottom, with full communication across the board", "supporting the front and rear, responding with one call, all respond", not leaving contractors and construction units "alone on the construction site".
Along with that, do a good job of propaganda and mobilization of people, promote patriotism, sense of responsibility, national pride; create consensus and unanimity so that people voluntarily hand over residential land and production sites, together with the government and construction units to participate in construction of works and projects. The Prime Minister requested to complete site clearance work before November 30, 2024, ensuring that people's new residence is better than or equal to their old residence.
The Prime Minister also requested to launch a vibrant emulation movement, promptly encourage and reward, create an enthusiastic working atmosphere, compete to achieve achievements, all for the benefit of the nation, people and for the development of the country.
Investors and construction units must carry out the project with high determination, great efforts, drastic actions, focus on key points, complete each task; actively coordinate closely with localities; mobilize all local forces with sufficient capacity to participate. Main contractors create conditions for local businesses and contractors to participate with the spirit of "working together, enjoying together, winning together and developing together".
Regarding specific work, the Prime Minister requested that Hoa Binh province, which has done well, should do even better, creating favorable conditions for contractors to construct projects, especially in site clearance; quickly resolving administrative procedures and difficulties and problems of investors and businesses in construction, especially procedures with raw material mines.
Contractors, consultants and supervisors must strive with great determination, work with the spirit of "only work, no retreat", "brave the sun, overcome the rain", "eat quickly, sleep quickly", work "3 shifts", "through holidays, Tet, days off", "if the day is not enough, work at night" so that the project can be completed earlier than planned in the spirit of "having committed, we must do, having done it effectively, must come to life, bringing happiness and prosperity to the people".
At the same time, proactively and actively implement and ensure exemplary criteria on progress - quality - aesthetics management; strictly comply with legal regulations on investment management, absolutely ensure labor safety and environmental sanitation during construction.
The Prime Minister proposed to shorten the progress and complete the project before December 31, 2027, ensuring quality, safety, environmental sanitation, preventing corruption, negativity, and preventing bid collusion and contract trading; at the same time, build a phase 2 project to expand and invest in completing the project.
Ministries, branches and localities continue to support Hoa Binh; Son La and Dien Bien provinces continue to build projects and complete investment procedures to complete the remaining sections of the Hanoi - Hoa Binh - Son La - Dien Bien expressway (CT.03).
The Prime Minister called on the people of Hoa Binh to continue supporting the project, assisting contractors and investors, promoting cultural and historical traditions, patriotism, self-reliance, contributing to the construction and completion of the project, putting it into operation on schedule, ensuring quality and aesthetics, making an important contribution to the development of Hoa Binh province, the region and the whole country.
