This request is clearly stated in the Prime Minister's dispatch recently issued on handling existing problems and difficulties in implementing two-level local government.
According to the head of the Government , in recent times, ministries, agencies and localities have actively implemented the two-level local government model. However, there are still some problems and shortcomings.
Of which, there are 16,009 houses and land that need to be arranged; 299 communes do not have cars.
In addition, 18 communes have not been able to open treasury accounts, 32 communes have not been paid August salaries, and many communes have not been able to arrange chief accountants. Statistics show that 39,746 people have not been paid according to the policies stipulated in Decree 178, Decree 67...

Based on that reality, the Prime Minister requested the Ministry of Finance to resolutely and urgently guide the People's Committees of provinces and cities, the State Treasury and units to arrange chief accountants for communes, wards and special economic zones that are still lacking.
The Prime Minister requested that the registration to open a salary account and make payments according to Decree No. 178 and Decree No. 67 be completed before October 5.
The Government leaders also requested to inspect, direct and guide the arrangement of working headquarters and public assets to avoid loss and waste; and provide cars for communes, wards and special economic zones that are lacking (transfer or purchase new ones according to regulations).
The Ministry of Finance is assigned to preside over and coordinate with relevant agencies and localities to synthesize the situation and results of the implementation of the above tasks, and report to the Prime Minister before October 10.
Previously, the Government's Steering Committee on the arrangement of administrative units at all levels and the construction of a two-level local government organization model sent an official dispatch to ministries, branches, and localities requesting urgent payment of policies and regimes according to Decree 178.
The Politburo and the Secretariat have also requested that the payment of policies and regimes according to Decree 178 be completed before October 15 for cases that have decided to retire before August 31. Units and localities have directed heads of agencies, organizations and units to uphold the sense of responsibility in implementing policy and regime payments.
The Politburo and Secretariat requested to review and examine the responsibilities of agencies, organizations, units and individuals in deliberately causing difficulties in delaying the payment of policies and regimes.
