Clear direction
Mr. Nguyen Minh Son, Director of the Department of Agriculture and Environment, said that in order to develop the agricultural economy , the first priority is to closely follow the developments and market demands. Farmers are forced to produce, process, and supply products that the market lacks and consumers need, not supply products that farmers already have... To do so, production infrastructure must be ensured, a legal corridor must be established, implementation orientation must be clear, and importantly, there must be a support and incentive mechanism so that producers, processors, and traders of agricultural products are ready to participate.
Quang Ninh is currently one of the localities that proactively and effectively implement regulations on restricting small-scale production, instead encouraging large-scale, concentrated production with high technology content. Most recently, regulations on permitted livestock farming areas in the province have been strictly implemented, removing important bottlenecks in reducing household livestock farming, moving towards developing large-scale livestock farming, associated with environmental protection and disease safety.
The Department of Agriculture and Environment and specialized units have actively advised the province to implement a series of agricultural economic development projects. Typical projects include: Developing a chain of key agricultural products at the provincial level for the period 2021-2025; researching and producing varieties to serve the restructuring of the agricultural sector; sustainable development of the aquaculture economy of Quang Ninh province towards 2030; managing, protecting and developing forests, planting large timber forests to develop sustainable forestry in the province until 2025, with a vision to 2030... Along with that, gradually perfecting the product categories and product groups to meet the requirements and regulations of importing countries.
All levels and sectors promote support for units and enterprises to participate in production connection and product consumption activities through conferences, seminars, fairs, forums for connection, introduction and promotion inside and outside the province, domestically and internationally; guide and support key agricultural facilities and products of the province to link chains to participate in e-commerce trading floors, apply information technology...
From 2020 to present, the Department of Industry and Trade has supported the connection and introduction of products of enterprises in the province to Vietnamese counselors in Korea, Japan, Australia, Malaysia, India, China... Localities also actively promote the organization of conferences, training programs and guide people to participate in e-commerce platforms, social networks, livestream to sell products...
Particularly, the Quang Ninh Center for Promotion and Development of Industry and Trade promotes the introduction of the province's OCOP products to reputable e-commerce platforms, coordinates livestreaming to introduce products and innovates activities and forms of organizing fairs and exhibitions, etc., contributing to expanding the market for local agricultural products.
The database system for tracing the origin of safe agricultural, forestry and aquatic products in the province has also been built and QR-code technology has been applied, ensuring information transparency for consumers. Currently, 100% of Quang Ninh's OCOP products that meet standards (from 3-5 stars) have been put on e-commerce platforms such as Postmart.vn and Voso.vn with improved and upgraded packaging and labels, and product labels are fully filled with mandatory information according to regulations. The province encourages the development of 23 OCOP product introduction and sales points to promote and consume agricultural products, some points also have websites to introduce goods and sell through social networking sites...
Clear change
The general policies implemented by the province have been impacting and creating movement in the practical agricultural production activities of households to agricultural enterprises. Mr. Nguyen Van Duc, Deputy Director of the Department of Agriculture and Environment, analyzed: One of the clear manifestations is that Quang Ninh is sharply reducing the number of small-scale production households in the fields of livestock and aquaculture, instead of forming concentrated livestock and aquaculture areas, disease-safe livestock areas. Currently, the disease-safe livestock area for chickens in Quang Tan is being effective, 3 safe livestock areas for pigs, poultry and large livestock are being formed, and concentrated livestock areas in Binh Khe, Dong Trieu, Hai Ninh and Tien Yen have stabilized and developed. Currently, the whole province no longer has any communes or wards on the list of communes or wards at risk of environmental pollution due to the impact of small-scale livestock farming.
In aquaculture, the aquaculture area has been stable for many years at about 32,000 hectares, however, the area of natural and extensive farming has decreased sharply, replaced by intensive, industrial and high-tech farming areas. The industrial aquaculture area of Quang Ninh is currently over 4,000 hectares, which is also the area used to calculate the province's aquaculture output. Particularly in marine aquaculture, modern farming models in the direction of industry, ecology, aquaculture combined with eco-tourism are increasingly appearing.
In the field of cultivation and forestry, models of large timber plantations, plantations combined with forest products under the canopy, specialty forests, specialized fruit tree growing areas, greenhouse farming models, net houses, soilless farming, specialty tree models, flower and ornamental tree growing areas, etc. are promoting the value of the cultivated area, bringing much higher economic efficiency than before. Many farming households have boldly transformed their production models to meet market demand.
Mr. Dang Van Giang's family (Dam Ha commune) decided to renovate more than 3.5 hectares of ineffectively cultivated sour rice fields and established Truong Giang Agricultural Cooperative to grow passion fruit, achieving an output of 50 tons of fruit/year. Being an agricultural product that the market is in need of, Mr. Giang sells passion fruit easily, at a good price, earning from 800 million to 1 billion VND/year.
Many other farmers have organized joint production, or upgraded their investment scale, moved towards a collective economic model, formed cooperative groups, joint groups, cooperatives, cooperative unions, and enterprises to produce agriculture professionally and systematically. By the end of August, the whole province had 215 cooperative groups, 230 farms, 821 cooperatives, and 3 cooperative unions operating in various fields, attracting 44,377 members. The revenue of cooperatives in the agriculture - forestry - fishery sector averaged 850 million VND/year, with an average profit of about 150 million VND/year...
