Today (August 22), the Gia Lai Provincial Party Committee held the 1st Congress of Delegates, term 2025 - 2030.

According to comrade Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee, this is a particularly important political event, marking a new turning point and new development in Party building work at the provincial-level state administrative agencies - where a large number of Party members, cadres, civil servants and public employees with qualifications, capacity and qualities are concentrated, directly advising and organizing the implementation of policies and laws, especially implementing the socio-economic development tasks of the province in the term and the following years.

Review and propose growth scenarios

On July 1, 2025, the Standing Committee of Gia Lai Provincial Party Committee decided to establish the Gia Lai Provincial People's Committee Party Committee. The Party Committee currently has 74 grassroots party organizations (including 54 party committees and 20 party cells), with a total of 10,813 party members.

Inheriting and continuing to carry out the task of leading and directing socio -economic development under the direction of the Government and the Prime Minister, the Standing Committee of the Provincial Party Committee has reviewed the economic growth scenario for 2025, determined to increase GRDP for the whole year from 7.3 - 7.6%, striving to reach 8% or more in favorable conditions, contributing to the whole country's efforts to achieve a growth rate of 8.3 - 8.5% and creating momentum for double-digit growth in the period 2026 - 2030.

Over the past time, the Provincial People's Committee Party Committee has truly been a center of solidarity, courage, innovation, closely following reality, improving effectiveness and efficiency in each specific task and goal.

One of the outstanding results was that on August 19, among 161 key projects nationwide that were simultaneously started, Gia Lai was honored to have 6 projects, mainly in transport and industrial infrastructure.

When completed, these projects will open up new development space, enhance competitiveness, attract investment, promote trade and services, and create many jobs for workers.

Promote democracy, maintain discipline and order

Entering the 2025 - 2030 term, according to comrade Vo Thi Thu Hoa - Provincial Party Committee member, Deputy Secretary of the Provincial People's Committee Party Committee, the Provincial People's Committee Party Committee set out the direction and goal of fully and deeply implementing the policies, guidelines and resolutions of the Party and the Provincial Party Committee.

Strengthening solidarity and determination to overcome difficulties and challenges; promoting democracy, maintaining discipline, order and exemplary responsibility of Party committees and heads of Party committees; raising the sense of responsibility, striving to fulfill the political tasks of agencies, units and enterprises in each assigned sector and field, contributing to the completion of the goals, targets and tasks set out in the Resolution of the 1st Provincial Party Congress, term 2025 - 2030.

Officials, party members, civil servants, public employees, and workers at all levels of government, from leaders to specialists, work under great pressure, regardless of day or night, holidays, with the spirit of innovation, creation, service, "no matter when work is done, no matter when time is up"... Thanks to that, the province's socio-economic situation continues to achieve many outstanding and quite comprehensive results; discipline and order are maintained; public service activities are maintained smoothly from the province to the grassroots, increasingly meeting the requirements of people and businesses, creating trust and momentum right from the first days of the formation of the new Party Committee".

At the same time, innovate the leadership and operation methods of Party committees, improve the leadership capacity and fighting strength of grassroots Party organizations and the quality of Party members; lead and direct the Provincial People's Committee and grassroots Party organizations to well perform the tasks of socio-economic development, Party and mass organization building, contributing to the completion of the goals, targets and key tasks set forth by the 1st Provincial People's Committee Party Congress, term 2025 - 2030.

To achieve those goals, comrade Pham Anh Tuan said the Party Committee has defined 5 pillars of socio-economic growth and identified 4 breakthroughs to focus on implementation.

The first breakthrough is to focus on leadership and direction to concretize and flexibly and creatively apply the content of the four major resolutions of the Politburo, as a foundation and driving force for our province to rise up in the new era.

Building a streamlined, strong, two-level local government apparatus with an effective, efficient, and productive public service; building a digital society and digital government; building an ecosystem for innovation; ensuring an open, transparent, and safe legal environment for investment and business activities, and enhancing local competitiveness.

Second, promote the development of high-quality human resources to serve the economic restructuring towards high-tech industry and agriculture according to the motto "taking science and technology, innovation, digital transformation, and green transformation as the main driving force". Improve the quality of cadres and civil servants at all levels of government to meet the requirements of tasks in the new situation.

Third, create a breakthrough in investment in construction of transport infrastructure, irrigation, port - logistics infrastructure, industrial - trade - service infrastructure, digital infrastructure. Prioritize investment in the transport system connecting the plateau - midland - delta - coast; the irrigation system ensures irrigation water needs for growing areas, especially industrial crop growing areas.

Fourth, make a breakthrough in administrative procedure reform, restructure processes and minimize the time to handle administrative procedures, improve the quality of the business environment and combine innovation in investment promotion activities.

* Main targets of the Party Committee of Gia Lai Provincial People's Committee for the 2025 - 2030 term:

- Gross regional domestic product (GRDP) growth rate reaches 10 - 10.5%/year.

- By 2030, the total budget revenue in the province will reach over 41,000 billion VND. Total export turnover in the period 2026 - 2030 will reach over 17 billion USD.

- Reduce the poverty rate lower than the national average.

- Every year, over 90% of grassroots party organizations are evaluated and classified as having completed their tasks well or better; the percentage of party members completing their tasks well is over 95%.

- Strive to annually admit 3% or more new party members compared to the total number of party members of the Party Committee; of which 65% are young party members.

* Some new additional targets compared to the 2020 - 2025 term:

- Contribution of total factor productivity (TFP) to economic growth is 50% or more.

- The proportion of added value of digital economy in GRDP is from 25 - 30%.

- Completed over 11,800 social housing apartments.

- By 2030, strive to welcome 18.5 million visitors; including 1.1 million international visitors.

- By 2030, there will be 20 businesses per thousand people.
