Overcoming difficulties, creating momentum for agricultural development thanks to irrigation

The Department of Agriculture and Rural Development of the province acknowledged that over the past 2 years, the agriculture and rural development sector continued to implement the plan under many difficult conditions. These were complicated and unpredictable natural disasters, high input prices, and fluctuating agricultural product consumption markets, which directly impacted the implementation of the sector's tasks and planning targets. However, the sector also had basic advantages in that many policies and guidelines of the Government and the province were issued promptly, meeting the needs and aspirations of the people. Notably, many irrigation, water supply, and disaster prevention projects were invested in and effectively promoted. Thereby, contributing to promoting the development of the agricultural and rural economy .

According to Mr. Mai Kieu - Director of the Department of Agriculture and Rural Development, implementing the Resolution of the 14th Congress of the Binh Thuan Provincial Party Committee, the whole sector has focused on high-tech agricultural production and organic agriculture. At the same time, promoting production linkages and product consumption according to the value chain, and innovating the growth model in agriculture in the province has been seriously implemented. An extremely important factor contributing to this task is that in recent times, infrastructure serving agricultural production has received increased investment, especially the irrigation system.

Notably, from 2021 to now, the industry continues to focus resources on investing in irrigation works, such as focusing on accelerating the progress of reservoir projects, main canal systems associated with encouraging people to actively do small irrigation, intra-field irrigation, ensuring system connectivity. Developing a networked water supply canal system to ensure proactive regulation of water resources for people's daily life and production, especially in arid areas. Up to now, the province has completed repairing and upgrading 7 reservoirs with WB loans, including Song Quao and Da Bac reservoirs... On the other hand, continuing to invest in the construction of irrigation projects and works such as Bien Lac - Ham Tan Water Supply Canal, Suoi Mang - Cay Ca Water Transfer Canal... Striving to eliminate the shortage of domestic water in rural areas by 2025.

Promoting high-tech agriculture

From the irrigation water source, the provincial agricultural sector is currently promoting the local advantages associated with market demand, attracting a number of high-tech agricultural production investment projects. At the same time, the crop structure is being converted in the right direction, inefficient rice fields are being rotated to grow other more effective crops. From 2021 to now, the whole province has converted 17,734 hectares. The converted crops on rice fields all grow well, with higher productivity and efficiency than rice production. Dragon fruit is still an advantageous crop, so the production of dragon fruit according to good and equivalent production processes is being promoted. The whole province has over 9,000 hectares of dragon fruit certified by VietGAP; 560.5 hectares of dragon fruit are certified by GlobalGAP and 93 hectares of dragon fruit are certified by organic. At the same time, a number of production linkage models have been formed associated with preservation, processing and consumption of agricultural products according to the value chain, bringing high economic efficiency.

It is worth mentioning that the whole province is gradually forming large-scale specialized areas, applying high technology associated with production linkage and product consumption according to the value chain. In particular, specialized areas for high-quality dragon fruit have been formed in Ham Thuan Nam district of 7,624 hectares, Ham Thuan Bac district of 2,436 hectares... Forming a high-quality rice growing area of ​​24,413 hectares in Bac Binh, Ham Thuan Bac, Tanh Linh, Duc Linh districts and implementing linkage and consumption of post-harvest products on 10,556 hectares of rice. Particularly, the agricultural production area applying high technology in greenhouses and cages in the province is 56.2 hectares/366 greenhouses, mainly growing vegetables of all kinds, melons... and over 3,000 hectares of rice in Tanh Linh district...

However, the provincial agricultural sector also recognizes the reality that the linkage of production, processing and consumption of products according to the value chain in agriculture is still limited. Monitoring and directing the consumption of some agricultural products has not been highly effective, especially the consumption of dragon fruit. In addition, the application of science and technology, mechanization in production, and the development of high-tech agricultural products are still limited compared to the requirements. Product quality and competitiveness of some agricultural products on the market are still low...

In the coming time, Binh Thuan Provincial Party Committee also emphasized the task of continuing to effectively exploit potentials and advantages. Prioritizing the development of the province's three economic pillars: industry, tourism and agriculture, linking economic restructuring with growth model transformation, improving the quality, efficiency and competitiveness of the economy.

Therefore, Mr. Mai Kieu - Director of the Department of Agriculture and Rural Development said that in the coming time, the industry will continue to develop agriculture in the direction of large-scale concentrated commodity production, applying high technology, clean and safe. Strengthening the linkage of agricultural production with processing and services according to the value chain. Striving for the proportion of agriculture - forestry - fishery to account for 22 - 23% of added value by 2025; maintaining a stable rate and improving the quality of forest coverage to 43%; having 5 districts and 75 communes meeting new rural standards; of which, there are 10 model new rural communes. By 2030, the province's agricultural sector will reach a fairly good level in applying high technology, organic agriculture; and have a sustainably developed ecosystem.

To achieve these goals, the industry proactively fights drought and regulates water sources for production. At the same time, it develops specialized areas for high-quality agricultural products, associated with geographical indications and traceability, growing area codes, focusing on dragon fruit, rice and some other crops. In addition, it develops forms of cooperation, linking production, processing and consumption of dragon fruit according to the value chain, on a large scale, applying good and equivalent production processes associated with the formation of concentrated production areas with growing area codes to ensure traceability...

The Department of Agriculture and Rural Development said that the average growth rate of added value of the agriculture, forestry and fishery sector in 2021 - 2022 reached 2.75% (the target set by the Provincial Party Congress is 2.8 - 3.3%/year). The proportion of the agriculture, forestry and fishery sector in the whole province's GRDP gradually decreased, in line with the general orientation of economic restructuring of the province (28.77% in 2021; 27.37% in 2022).
