Implementing the arrangement of provinces and cities from July 1: People do not have to re-issue Citizen Identification Cards

In recent days, information related to the arrangement of provinces and cities has become a topic attracting public attention, with the milestone of new provinces and cities coming into operation from July 1. One of the questions that people are most interested in is whether it is mandatory to re-issue personal identification documents such as Citizen Identification Cards (CCCD) when the names of communes, wards, provinces and cities have changed?

According to current regulations, people are not required to change or reissue their CCCD cards when relocating provinces and cities.

However, in some cases such as expiration, damage or need to update information, people may have to re-issue documents with new administrative locations. On the other hand, Article 21 of the 2023 Law on Identification stipulates the age for issuing and renewing ID cards as follows:

- Vietnamese citizens who have been issued an ID card must carry out procedures to renew their ID card when they reach the age of 14, 25, 40 and 60.

- Identity cards that have been issued, renewed, or reissued within 2 years before the age for renewing identity cards specified in Clause 1 of this Article are valid until the age for renewing the next identity card.

In 2025, people born in 2011, 2000, 1985, 1965 will turn 14, 25, 40 and 60 years old, respectively. Thus, people born in 2011, 2000, 1985 and 1965 need to apply for a new CCCD card before the old card expires, unless they have changed it within 2 years before the age of issuing a new CCCD card.

In addition, Article 24 of the 2023 Law on Identification stipulates the cases of issuance, re-issuance and re-issuance of identification cards:

- Change, correct information about last name, middle name, birth name; date of birth;

- Change identity; add information about facial photo, fingerprints; re-identify gender or change gender according to the provisions of law;

- There is an error in the information printed on the ID card;

- At the request of the ID card holder when the information on the ID card changes due to administrative unit arrangement;

- Reset personal identification number;

- To regain Vietnamese nationality according to the provisions of the law on Vietnamese nationality;

- When the person issued the identity card requests.

Thus, according to the above regulations, when merging provinces and cities, people are not required to immediately re-issue their CCCD cards. Previously issued CCCD cards are still legally valid according to the transitional provisions of the law. In addition, if they fall into the above cases, people can carry out procedures to change their CCCD cards through the Public Service Portal without having to go directly to the police headquarters. In this new process, the management agency will take advantage of previously collected biometric data (portrait, fingerprint, iris) to serve the issuance and change, helping to save time and reduce inconvenience for people.

The National Assembly also issued Resolution No. 190/2025/QH15 regulating the handling of a number of issues related to the reorganization of the state apparatus. This Resolution takes effect from February 19, 2025. In particular, Article 10 of the Resolution addresses the issue of documents and papers issued and issued by competent agencies and positions. Accordingly, documents and papers issued and issued by competent agencies and positions before the reorganization of the state apparatus that have not expired or have not expired shall continue to be applied and used in accordance with the provisions of law until they expire or are amended, supplemented, replaced, abolished, cancelled, or revoked by the agency or position receiving the functions, tasks, and powers, or the competent agency or person.

The competent authority or position shall not request organizations or individuals to carry out procedures to issue and exchange documents issued before implementing the reorganization of the state apparatus when these documents have not expired, except in cases where the law provides otherwise.
