According to Decree 119/2024 of the Government regulating electronic payment for road traffic, from October 1, 2025, car owners must convert their current toll collection accounts to traffic accounts connected to non-cash payment means. If not, the vehicle will not be able to circulate through electronic toll collection stations (ETC).

From October 1, 2025, cars that have not yet switched to a traffic account will be blocked from passing through ETC stations.

As the name in the Decree states, the current toll collection account is understood to be used only to deposit money and pay road fees when passing through toll stations. Meanwhile, the traffic account is connected to non-cash payment services such as e-wallets, bank accounts or credit cards, and allows vehicle owners to pay for many other services besides road fees such as parking, registration, petrol, and electric vehicle charging.

In other words, the transport account is essentially a cashless payment account, linked to the vehicle owner's e-wallet or bank account. Users will still need to top up the account to pay for transport services.

To switch from a toll account to a traffic account, users only need to operate on the non-stop toll collection application they are using, which is VETC or ePass. Depending on the application, the implementation steps may be different, but basically, users need to authenticate with a chip-embedded CCCD and then declare a bank account or e-wallet to link. This conversion takes about a few minutes.

How to name accounts in VETC currently.

Currently, the VETC app is using phrases that can be confusing to users. For example, the "Traffic Account" in the photo above is actually the previous "toll collection account", while "VETC Wallet" is the new "traffic account" according to Decree 119. Users will have to upgrade to VETC Wallet before October 1. VETC said that this name was created before the Decree was issued, so it is not consistent. This unit will soon update the terminology in the next few days.

Vietnam Road Administration said that the country has about 6.3 million vehicles using the non-stop automatic toll collection service, reaching nearly 100% of the total number of vehicles. However, the conversion rate to traffic accounts is only about 30% because vehicle owners do not know the new regulations, meaning that about 70%, equivalent to more than 4 million people, have not yet switched to traffic accounts.

The Vietnam Road Administration recommends that vehicle owners proactively switch early to avoid disruptions in traffic and not be refused to pass through toll stations from October 1, 2025.
