Policy credit has been effective, creating livelihoods to help poor and near-poor households in Quang Tri province improve their lives. Therefore, Quang Tri province has focused on promoting propaganda and disseminating information on preferential credit policies through many forms to encourage poor and near-poor households to access policy credit capital to develop production models, stabilize their lives and gradually escape poverty.

As one of the poor households that received information and accessed preferential loans from the State through the Vietnam Bank for Social Policies (VBSP) to support their children's education and develop their family economy , and escape poverty sustainably, Ms. Le Thi Dung, in Van Van village, Hai Quy commune, Hai Lang district, emotionally shared: "In previous years, our family's life encountered many difficulties. My family's main job was farming, but in a land that often suffered from natural disasters, it greatly affected our income and life. When our 4 children were admitted to universities, in difficult times, it seemed impossible to realize our children's dream of going to university, my family was informed, guided and evaluated by the Savings and Loan Group (TK&VV) of the Van Van Village Farmers' Association for loans for disadvantaged students at the Hai Lang District VBSP Transaction Office with a loan amount of over 200 million VND.
In addition to the student loan program, in 2019, with the encouragement and enthusiastic guidance of Ms. Le Thi Be, Head of the Savings and Credit Group, the Farmers' Association and the Hai Quy Commune Government, especially the Transaction Office of the People's Credit Bank of Hai Lang District, our family requested and was able to borrow 50 million VND to invest in breeding pigs.
Thanks to this loan, we have built a 30 m2 barn, raised 5 breeding pigs and gradually improved the quality of the pigs so we can sell products to the market, with a more stable income than before. In addition, we have invested more in rice cultivation and freshwater fish trading. These jobs not only help our family improve their lives but also create stable jobs for 2 villagers, supporting each other to overcome difficulties."
Similarly, Ms. Vo Thi Thanh Nhi, in Quarter 5, Ward 2, Quang Tri town, is one of the households that has effectively used preferential loans to develop the family economy. It is known that in the past, Ms. Nhi had to work far away for a long time to make ends meet. In 2019, she got married, returned to her hometown and started a business with a mushroom growing model. At first, due to limited capital and lack of experience, her family's production model was not really effective. Having access to information about preferential loans to create jobs from the Transaction Office of the Bank for Social Policies of Quang Tri town, through the Women's Union of Ward 2, Ms. Nhi was supported to borrow 50 million VND to invest in a camp and modern equipment for production. Up to now, every day, Ms. Nhi's family's mushroom farm produces 40 - 50 kg of mushrooms of all kinds, bringing in an income of over 30 million VND/month. Ms. Nhi's mushroom farm also creates regular jobs for 7-10 workers with wages ranging from 2.5 - 3 million VND/month.
Over the past years, Party committees and authorities at all levels in the province have focused on leading and directing the serious and effective implementation of directives and resolutions of the Party Central Committee Secretariat and the Government on strengthening the Party's leadership over social policy credit, in order to create resources to support the poor and other policy beneficiaries to escape poverty, and promote local socio-economic development.
With the advantages of low interest rates and long loan terms, policy credit capital has been effective, creating a "leverage" to help the poor develop economically and escape poverty sustainably, especially in mountainous areas, remote and extremely difficult areas.
In particular, preferential credit policies for poor households and other policy beneficiaries have truly come into life since the Government issued Decree No. 78/2002/ND-CP dated October 4, 2002 on credit for the poor and other policy beneficiaries, especially after Directive No. 40-CT/TW dated November 22, 2014 of the Secretariat on strengthening the Party's leadership over social policy credit, Conclusion No. 06-KL/TW dated June 10, 2021 of the Secretariat on continuing to implement Directive No. 40-CT/TW.
After more than 20 years of implementation, the source of social policy credit capital in the area has continuously grown, mobilizing financial resources to better meet the borrowing needs of poor households, near-poor households, newly escaped poverty households and other policy subjects.
Total capital reached 3,725.8 billion VND, an increase of 3,558.8 billion VND compared to the time of establishment. Locally mobilized capital reached 856.9 billion VND (accounting for 23% of total capital), of which the local budget transferred to the Social Policy Bank for lending reached 156.7 billion VND (accounting for 4.2%) and mobilized deposits from organizations and individuals reached 700.2 billion VND (accounting for 18.8%). Credit programs have been expanded, from the initial 2 credit programs, up to now, in the province there have been 17 programs deployed and implemented. Credit growth has continuously increased over the years, with an average growth rate of 19.78%/year.
On the basis of correct understanding of the Party's guidelines and policies, the State's policies and laws on economic growth coupled with social progress and equity, ensuring social security, sustainable poverty reduction, constantly improving the material and spiritual life of the people..., in the coming time, Party committees at all levels, authorities, the Vietnam Fatherland Front and socio-political organizations at all levels in the province will continue to thoroughly grasp and promote information and propaganda on the Party's guidelines, policies and laws of the State on social policy credit so that cadres, party members and people can see the meaning, importance and profound humanity of this policy; focus on replicating advanced examples, good practices, effective models; focus on mobilizing resources to effectively implement social policy credit; improve the effectiveness of propaganda and mobilization of organizations and individuals to participate in saving at the Vietnam Bank for Social Policies.
In particular, the Provincial Social Policy Bank will continue to effectively implement the organizational model and management method of specific social policy credit; maintain and improve the quality of operations of commune transaction points; focus on training and fostering the capacity and skills of staff working in policy credit to make an important contribution to implementing the policy of poverty reduction, job creation, ensuring social security, building new rural areas, and promoting socio-economic development in the locality.
