The Ministry of Education and Training has just instructed schools on inviting experts, artisans, artists, coaches, and athletes to participate in educational activities in general schools from the 2025-2026 school year.
Previously, the Ministry of Education and Training instructed to teach 2 sessions/day for primary, secondary and high schools, focusing on improving the quality of comprehensive educational activities on Morality - Intelligence - Physicality - Aesthetics for students.
However, to mobilize many social forces to participate in schools, especially inviting experts, artisans, artists, coaches, and athletes to participate in educational activities in general schools, specific guidelines are needed.
According to the Ministry of Education and Training, for subjects and educational activities prescribed in the General Education Program that are organized to be taught in the first session, schools can invite experts, artisans, artists, coaches, and athletes to participate in teaching according to lessons or topics to ensure the school's educational plan, subject plan, educational activities, and meet the requirements as prescribed.
For enrichment activities, experiences, art clubs, sports , life skills, cultural exchanges... organized in the second session, the school can invite experts, artists, coaches, athletes to participate in educational activities according to the school's approved educational plan.
Priority for 4 groups of experts and artists
According to the Ministry of Education and Training, schools need to have a clear and transparent coordination and financial mechanism to ensure effective, stable and sustainable implementation.

Experts and artists must have good qualities, achievements, prestige; have the ability to communicate, experience and pedagogical skills appropriate to the age of students. In particular, the Ministry of Education and Training guides schools to prioritize inviting 4 groups of experts and artists including:
Experts and scientists with high professional qualifications, degrees and certificates appropriate to the industry or industry group; have practical experience and professional reputation in related fields; have achievements and recognized research works.
Artisans and artists who have achieved titles conferred by the State or have won awards at the ministerial or provincial level or higher or from professional associations; have made contributions recognized by professionals and the public.
Coaches have a diploma or coaching certificate issued by a competent authority or have achievements in coaching athletes to win awards in high-performance sports tournaments; have practical experience in coaching and training.
Athletes who have achieved level 1 athlete level or higher or won medals and prizes in high-performance sports tournaments.
Regarding finance, the Ministry of Education and Training guides schools to use the state budget according to approved estimates; at the same time, mobilize and use legal socialized sources.
Payment must be public, transparent and implemented in accordance with the labor contract ensuring the provisions of law, which clearly stipulates the rights and obligations of the parties, implementation time and remuneration (if any).
The Ministry of Education and Training requires the Departments to proactively advise the People's Committees of provinces and cities to implement many solutions, including: developing and promulgating standards, criteria, and remuneration policies for invited experts, artisans, artists, coaches, and athletes in accordance with the practical situation of the locality and legal regulations.
