Everyone knows that textbooks are official educational publications, providing basic knowledge and skills according to the requirements of the educational program, used as standard and systematic teaching and learning materials in schools. Textbooks are compiled by educational experts and specialists, then approved and put into use by educational management agencies.
In fact, right from the birth of the Democratic Republic of Vietnam (September 2, 1945), President Ho Chi Minh paid special attention to education and training in general and textbooks in particular. According to his concept, textbooks must be official documents in the national education system. The content must be standardized, in harmony between international and domestic standards. Uncle Ho paid special attention to the subject of history. "Our people must know our history". Knowing "our history" means knowing our origins, knowing the tradition of fighting to defend the country, knowing the quintessence of Vietnamese culture...
Understanding Uncle Ho's thoughts, before and after the country's reunification (April 30, 1975), textbooks for all levels of education were unified nationwide; compiled and censored strictly and scientifically ; contributing to creating a solid foundation of knowledge and culture for generations of teaching and learning, both ensuring national cultural identity and being consistent with the international knowledge level.
However, there was a period when, implementing the policy of comprehensively reforming the education and training career, our country's education system had many changes, "spinning like a pinwheel", including the compilation of textbooks. From official national documents, textbooks were assigned to localities to "compile at will". The selection of content was also "at will". Therefore, there were especially important historical events that were forgotten or intentionally forgotten; or the evaluation of historical figures caused controversy in the historical, educational and social circles.
Entering a new era - the era of striving to build a prosperous and strong country, our Party advocates "reorganizing education and training" towards preserving national identity and international integration. Along with innovation in examinations and educational processes, textbooks are also innovated.
To implement textbook innovation, in the spirit of Resolution 71-NQ/TW dated August 22, 2025 of the Politburo, it is necessary to "ensure the provision of a unified set of textbooks nationwide, striving to provide free textbooks to all students by 2030". We recommend:
Firstly, there should be a unified viewpoint and policy on compiling and publishing textbooks, in the direction of: official documents, popularized nationwide; compiled and strictly censored.
Second, there needs to be a textbook compilation board consisting of dedicated, experienced, objective and honest managers and experts.
Third, enhance the role of state leadership and management of textbooks, avoid errors in politics and culture, especially in the subjects of history, geography, civic education, etc.
Fourth, it is necessary to strictly inspect and control the compilation and publication of textbooks to avoid profiteering and group interests.
