The High School Graduation Exam, formerly known as the National High School Exam, has caused a stir in public opinion due to cheating in some localities. Serious cheating has caused many education officials in localities such as Son La, Hoa Binh, and Ha Giang to be caught up in the law.

The 2025 High School Graduation Exam will be prepared and organized by localities. The Prime Minister requested that provinces and cities issue plans to implement the exam locally, assigning specific tasks in the spirit of 6 clear principles: "Clear people, clear work, clear responsibility, clear authority, clear time, clear results" in line with the national roadmap to implement the Party and State's policy on arranging 2-level local governments.

Cadres and teachers participating in the exam must not be under disciplinary action or under consideration for disciplinary action or criminal prosecution, or must not have committed a violation of the law and have been disciplined or convicted without the disciplinary action or criminal record expungement period having expired.

In particular, those whose spouses, parents, children, siblings; parents, siblings of spouses; guardians; and wards are taking the exam in the year the exam is held are not allowed to participate in the work of creating exam questions for the exam and are not allowed to participate in organizing the exam in the locality where their relatives are taking the exam.

Prime Minister requests to prevent negativity

At the recent National Conference on the organization of the 2025 High School Graduation Exam, Prime Minister Pham Minh Chinh directed localities that although the exam has been organized many times, next year must be better than the previous year.

We must create the most favorable conditions for candidates and exam officials. At the same time, we must promote the highest responsibility to ensure the exam is successful, in accordance with the spirit of the 8 keywords: Safe, smooth, serious, objective, thoughtful, reliable, compact, effective.

The Prime Minister noted that in previous years, the organization of exams always had unexpected and sudden factors that required preparation to respond; especially preventing negativity in all stages of the exam and hoped that this year there would be no negativity in any stage with the spirit of impartiality, transparency and responsibility of the relevant subjects.

Regarding the viewpoint on organizing the 2025 High School Graduation Exam, the Prime Minister pointed out the general viewpoint: "Taking candidates as the center and subject - Teachers as the driving force - School as the support - Family as the fulcrum - Society as the foundation".

The Prime Minister emphasized the spirit of "3 guarantees": Absolutely ensuring safety, health, honesty, and objectivity in all stages of the exam; ensuring clear responsibilities of relevant agencies in organizing and implementing the exam, leaving no gaps and absolutely not loosening management in the context of organizational restructuring; ensuring the most favorable conditions for candidates to take the exam.

Localities need to flexibly apply according to the actual situation, and at the same time actively support candidates with accommodation and travel, especially students in remote, border, island areas and those in difficult circumstances.

The Prime Minister asked the Ministry of Education and Training to closely coordinate with the Ministry of Public Security to guide localities in preventing high-tech fraud.

The Prime Minister assigned the Ministry of Education and Training to ensure that the exam questions are correct, closely follow the curriculum, and have reasonable differentiation; the printing, copying, and transportation of exam questions must be absolutely safe.
