First article: Affirming the leading role in development

After more than 4 years of implementation, Program No. 02-CTr/TU of the 17th Hanoi Party Committee has achieved remarkable results. Hanoi is affirming its leading role in leading the development of the Red River Delta and the whole country.
Although the capital's economy has recovered and achieved comprehensive results, the implementation of Program No. 02-CTr/TU still has some shortcomings. The Steering Committee of Program No. 02-CTr/TU said that economic sectors maintained growth but the growth rate was still low. GRDP in the 2021-2024 period only reached 6.21%, much lower than the target of 7.5-8%. It is expected that the average GRDP in the 2021-2025 period will reach 6.57%, failing to meet the plan.
The report of the Steering Committee of Program No. 02-CTr/TU clearly stated: "The development of knowledge economy and urban economy is not commensurate with the potential and strengths of the Capital; new economic models such as night economy, sharing economy, and circular economy are not clear."
National digital transformation: New driving force for Vietnam to break through

This year's National Digital Transformation Day (October 10) takes place in the context that the entire political system is resolutely implementing Resolution No. 57-NQ/TU dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
Digital transformation has been identified by the Party and State as one of three strategic breakthroughs in the new era, as set out in Resolution No. 57-NQ/TU. This is not only an urgent requirement, but also a strategic choice for Vietnam to make a breakthrough, shorten the gap, integrate deeply and enhance competitiveness.
National Digital Transformation Day is not only an occasion to look back on the past journey, but also a reminder of the shared responsibility of the entire political system, business community and society.
Hanoi affirms its position as the cultural heart of the country.

The draft Political Report submitted to the 18th Hanoi Party Congress emphasized: "Continue to preserve and promote the value of cultural heritage, improve management capacity, exploit and promote the typical cultural values of Thang Long - Hanoi...", affirming that culture is not a supporting factor, but the fundamental foundation in all development strategies.
Every achievement in conservation and innovation contributes to strengthening Hanoi’s position as the cultural heart of the country. Culture is not only a source of pride, but also a soft power for Hanoi to enhance its influence, both preserving its identity and affirming its aspirations for global integration.
In the draft Political Report submitted to the 18th Hanoi Party Congress, the city clearly affirmed: The development of the capital does not only rely on modern infrastructure or economic growth, but must take culture and people as the center, considering this as the key driving force for sustainable development.

Turn aspirations into concrete actions

In less than a year, the seven major resolutions of the Politburo have created a unified whole of strategic thinking and action for the country's development journey in the new era. Each resolution focuses on a key area, but overall there is an organic connection, complementing and promoting each other in practical implementation.
Paying special attention to putting the resolutions into practice, General Secretary To Lam pointed out: “Each ministry, branch, locality, unit, cadre and party member must immediately get to work with the spirit of “practice goes hand in hand with words”, “do not leave today’s work for tomorrow”. The leader must take responsibility for the results, not push the issue or avoid it”.
The Politburo's resolutions are strategic development decisions in the new era. This is not only an objective requirement of development, but also an order and a call for the future of the nation.
Hanoi Urban Development Management:
Towards a Cultural - Smart - Ecological - Sustainable Capital

The Hanoi Party Committee has just organized a city-level scientific workshop in 2025 with the theme "Managing Hanoi urban development: Towards a cultural - smart - ecological and sustainable capital", to propose solutions for building the capital.
Deputy Head of the Hanoi Party Committee's Propaganda and Mass Mobilization Commission Dao Xuan Dung affirmed that, with its position as the capital - the heart of the whole country, Hanoi is facing great opportunities for rapid and sustainable development. However, the capital also faces challenges typical of a megacity.
Meanwhile, Dr. Architect Dao Ngoc Nghiem, Vice President of the Vietnam Urban Development Planning Association, former Director of the Hanoi Department of Planning and Architecture, said that the integrated approach will help Hanoi solve many difficult problems at the same time: from traffic congestion, environmental pollution, infrastructure overload to heritage conservation and creative space development.
Associate Professor Dr. Pham Minh Anh, Principal of Le Hong Phong Cadre Training School, commented: "To build a cultural - smart - ecological - sustainable Hanoi, it is necessary to closely link strategic vision and practical action, between the political determination of the entire political system and the companionship and shared responsibility of the people."
