Industry and Trade performance in the first 9 months of 2024

Industrial production: In the first 9 months of 2024, the industrial production value (at 2010 comparative prices) is estimated at 6,594.1 billion VND, equal to 83.8% of the yearly plan, up 42.3% over the same period last year. Of which: State-owned economy reached 3,352.4 billion VND, equal to 97% of the yearly plan, up 39.7% over the same period last year; non-state economy reached 3,241.7 billion VND, equal to 73.4% of the yearly plan, up 45% over the same period last year.

The number of communes, wards and towns with national grid electricity is 106/106 communes, reaching 100%. The number of households using national grid electricity is 103,450/107,092 households, reaching 96.6% . The number of villages using national grid electricity is 942/958 villages, reaching 98.3%.

Commercial activities : Total retail sales of goods and service revenue is estimated at 6,609.5 billion VND, equal to 72.1% of the yearly plan, up 8% over the same period last year. Of which: Retail sales of goods reached 5,602.4 billion VND, equal to 71.8% of the yearly plan, up 8.2% over the same period last year; revenue from accommodation and catering services reached 478.5 billion VND, equal to 72.7% of the yearly plan, up 4.6% over the same period last year; revenue from travel and tourism support activities reached 4.01 billion VND, equal to 77.2% of the yearly plan, up 4.2% over the same period last year; revenue from other services reached 524.7 billion VND, equal to 74.8% of the yearly plan, up 9.6% over the same period last year.

Import-export activities: Total import-export turnover of goods is estimated at 13.9 million USD, reaching 34.2% of the yearly plan, down 57.9% over the same period last year, of which: Export turnover of goods is estimated at 9.91 million USD, reaching 55.2% of the yearly plan, down 17.8% over the same period last year. Import turnover of goods is estimated at 3.99 million USD, reaching 17.6% of the yearly plan, down 81% over the same period last year.

Industrial promotion activities : Deploy and implement the project "Training to improve management capacity, awareness and capacity to apply cleaner production in industry"; project "Support for participation in the exhibition fair of typical rural industrial products in the Northern region in 2024". Select and send 05 products that have been granted certificates of typical rural industrial products at the provincial level in 2023 to participate in the voting for typical rural industrial products in the region in 2024. Conduct surveys (phases I and II) of rural industrial establishments in the province, register to add 01 project to Support the application of advanced machinery in the production of high-quality HDPE pipes in Phong Tho district to the national industrial promotion plan in 2024, develop a local industrial promotion plan in 2025 with 04 projects, develop a national industrial promotion plan in 2025 with 01 project. Implementing 02 sessions of propaganda and mobilization for households to participate in the movement "Households using economical and efficient energy" in Muong Te and Than Uyen districts. Broadcasting the topic of economical and efficient energy use (No. 01, 02) on Lai Chau Provincial Radio and Television Station.

In the last three months of 2024, the Department of Industry and Trade will coordinate with departments, branches, and People's Committees of districts and cities to advise on the effective implementation of the following main tasks:

- Continue to implement Plan No. 287/KH-UBND and Plan No. 288/KH-UBND dated January 19, 2024 of the Provincial People's Committee on implementing Resolution No. 01/NQ-CP, Resolution No. 02/NQ-CP dated January 5, 2024 of the Government on key tasks and solutions to implement the socio-economic development plan, state budget estimates and improve the business environment, enhance national competitiveness in 2024 to complete the targets set by the Industry and Trade sector.

- Strengthen state management of industry to grasp the production situation of establishments in the industrial and handicraft sectors; proactively advise and propose solutions to remove difficulties and problems in order to maintain stable industrial production activities to ensure good implementation of industrial targets in 2024.

- Advise the Provincial People's Committee to issue the Plan to implement Resolution No. 111/NQ-CP dated July 22, 2024 of the Government and Action Program No. 55-CTr/TU dated August 28, 2024 of the Provincial Party Standing Committee on implementing Resolution No. 29-NQ/TW dated November 17, 2022 of the 13th Party Central Committee on continuing to promote industrialization and modernization of the country to 2030, with a vision to 2045; Regulations on management of industrial clusters in Lai Chau province.

- Advise the Provincial People's Committee to issue a Decision: Decentralize market management associated with assigning state management agencies to market infrastructure assets, handle market infrastructure assets according to the provisions of Decree No. 60/2024/ND-CP dated June 5, 2024 of the Government on market management and development; approve the operation process of Vang Ma Chai 2 hydropower reservoir.

- Advise the Provincial People's Committee to send a document to the Ministry of Industry and Trade asking for opinions on the planning suitability for the Nam Puc hydropower project; approve the route of the 110kV line connecting the hydropower plants: Pa Vay Su 1, Ta Pao Ho 1A, Ta Pao Ho 1B to the national grid.

- Actively coordinate with relevant departments, branches, People's Committees of districts and cities to regularly grasp the market situation of essential goods, and at the same time direct key commercial enterprises in the province to proactively survey market demand, balance resources, reserve sufficient quantity and types of essential goods such as: gasoline, food, foodstuffs and other consumer goods to ensure supply for the entire distribution system to meet production and consumption needs of people in the last months of the year and Lunar New Year 2025 ; at the same time , inspect and control the market and prices of goods, especially essential goods, promptly detect and strictly handle violations in cases of taking advantage of natural disasters to produce, trade, transport counterfeit goods, poor quality goods and unreasonably raise prices of goods, causing market instability.

- Continue to coordinate with relevant departments, branches, sectors, People's Committees of districts and cities to implement trade promotion and e-commerce activities, focusing on connecting businesses, cooperatives, households producing and trading agricultural, forestry, fishery products and OCOP products in the province to participate in trade promotion activities and e-commerce platforms.

Strengthen the propaganda and dissemination of the Party's guidelines and policies, the State's laws and policies on international economic integration, and free trade agreements. Proactively grasp information on import-export policies, quality standards, import demand for goods, etc. of the markets of countries in general, especially the Chinese market, to disseminate and inform businesses and cooperatives in the area to understand and develop production and business plans associated with the consumer market.

- Continue to implement the Program to support and promote the consumption of Lai Chau province's products in 2024; Implement national industrial promotion projects in 2024 after approval.
