Thanh Hoa province adds funds to give gifts to people on the occasion of National Day September 2

Accordingly, the People's Committee of Thanh Hoa province decided to approve the targeted supplement of the budget estimate for giving gifts to people in the province on the occasion of the 80th anniversary of the August Revolution and National Day September 2 with a total budget estimate of 430,524,800,000 VND.

Of which, the additional central budget source with the target in Decision No. 1867/QD-TTg dated August 29, 2025 of the Prime Minister is 427,139,400,000 VND; from other expenditure sources in the provincial budget estimate in 2025 is 3,385,400,000 VND.

The Provincial People's Committee assigns the Department of Finance and the Provincial Police to take full responsibility before the law, the Provincial People's Committee, the Chairman of the Provincial People's Committee and relevant agencies for the accuracy, legality, order, procedures, and authority to request approval of the consulting, appraisal, and reporting data contents and ensuring the conditions, standards, and norms in accordance with regulations.

The Department of Finance shall promptly disseminate this Decision and guide relevant units to implement it in accordance with regulations; at the same time, the Department of Finance and the State Treasury of Region XI shall be responsible for inspecting, controlling and implementing professional procedures for funding allocation to communes and wards to ensure completeness, timeliness and compliance with regulations.

The Provincial Police provide a list of residents in the National Population Database by August 30, 2025 in the province, detailed by commune and ward, to the People's Committee at the commune level as a basis for making a list of gifts; closely coordinate with the People's Committee at the commune level to give gifts to the right recipients, promptly, and without loss.

The State Treasury of Region XI directs its affiliated transaction offices to promptly enter the commune budget estimates from the above-mentioned targeted supplementary sources into the TABMIS system; coordinate with the People's Committees at the commune level and commercial banks where the State Treasury opens accounts to carry out gift giving to the people to ensure smooth and timely implementation.

The State Bank of Vietnam Region 7 directs relevant units and commercial banks, especially banks where the State Treasury opens accounts, to ensure a smooth payment system and money source, fully and promptly meeting payment requirements, and not to miss or duplicate subjects.

The People's Committees of communes and wards, based on the allocated budget, direct the Economic Department/Economic, Infrastructure and Urban Department to promptly carry out professional procedures to withdraw the budget and send it to the State Treasury where the transaction takes place according to the guidance of the Ministry of Finance ; at the same time, manage and use the allocated budget in accordance with the regime, policies, conditions, standards, norms, objectives, objects, economically, effectively, publicly, transparently, against loss and waste, and make settlement payments in accordance with current regulations.

Coordinate with the Commune and Ward Police and relevant units to focus on directing and fully preparing human resources and facilities to organize payment and gift giving to local people in a timely, safe and appropriate manner; decide on appropriate forms of gift giving according to the actual situation in the locality (through social security accounts or directly in cash).

Regarding the gift level, it is implemented according to the provisions in Clause 1 of Official Dispatch No. 149/CD-TTg dated August 28, 2025 of the Prime Minister, specifically: VND 100,000/person, in cash.

Regarding the time and procedure for giving gifts, follow the instructions in Official Dispatch No. 13578/BTC-NSNN dated August 29, 2025 of the Ministry of Finance; in which, all levels, branches and localities are required to make efforts, urgently and determinedly complete the gift giving to people in the province on the occasion of the 80th anniversary of the August Revolution and National Day no later than September 1, 2025.

During the implementation process, in case of lack of funds, the People's Committees of communes and wards shall proactively balance the local budget to ensure full and timely gift giving to the people, then synthesize and report to the Department of Finance for supplementation; in case of surplus funds, the locality must promptly return the remaining funds to the provincial budget according to regulations.

The Provincial People's Committee assigned the Department of Finance, the Provincial Police, the State Treasury of Thanh Hoa Region XI, the State Bank of Vietnam Region 7, the People's Committees of communes, wards and related sectors and units to proactively, urgently and seriously carry out tasks according to their authority and guide, coordinate and support related units to organize implementation, ensure timely, safe, accurate and correct payment and gift giving to people in the province; avoid negativity, mistakes and losses; properly implement policies, demonstrating the deep concern of the Party and State for the people. In case of difficulties and problems, promptly report and propose for consideration and resolution according to authority.
