On the afternoon of September 17, the 33rd session of the 18th Thanh Hoa Provincial People's Council, term 2021-2026, was held to elect the Chairman of the Provincial People's Committee, term 2021-2026; discuss and decide on extending the 2024 public investment plan, adjusting the budget and public investment plan for 2025.

Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Doan Anh stated: Implementing the decisions of the Politburo , the Secretariat and the provisions of the Law on Organization of Local Government in 2025, the 18th Provincial People's Council held the 33rd session to elect the Chairman of the Provincial People's Committee; at the same time, discussed and decided on extending the public investment plan for 2024, adjusting the budget and public investment plan for 2025. These are very important contents, to quickly stabilize the organization of the government apparatus and immediately deploy the political tasks of the province in the coming time; especially preparing and successfully organizing the 20th Provincial Party Congress.

This session carried out personnel work under the authority of the Provincial People's Council, which is to elect the Chairman of the Provincial People's Committee for the 2021-2026 term. During the introduction and election process, the Provincial Party Secretary requested the People's Council to proceed in accordance with the provisions of the Law on Organization of Local Government and guiding documents, ensuring publicity, transparency, democracy and compliance with regulations.

Pursuant to the direction of the Politburo and the Secretariat, the delegates of the Provincial People's Council need to promote a high sense of responsibility before voters and the People, discuss democratically and objectively, and decide to select key officials of the province who have sufficient capacity, qualities, prestige, and political mettle to lead and operate the government apparatus, meeting the requirements of the province's political tasks in the new period.

After the meeting, the Standing Committee of the Provincial People's Council promptly reported to the competent authority to approve the election results of the Chairman of the Provincial People's Committee, ensuring compliance with legal regulations to quickly stabilize the organization and put it into smooth and effective operation.

Regarding the implementation of the extension of the 2024 public investment plan, the adjustment of the budget and the 2025 public investment plan, the Provincial Party Secretary requested the Provincial People's Council to focus on discussion, careful consideration and resolution, ensuring strict legality, publicity, transparency and compliance with regulations.

Request the Provincial People's Committee and sectors and localities to urgently coordinate, remove difficulties and obstacles, speed up the disbursement progress of public investment plans, and in 2025, completely disburse 100% of the extended capital and additional capital (VND 2,621 billion). In the process of adjusting and disbursing capital, it is necessary to organize actual inspections of projects in the list allocated according to Decision No. 1491 dated November 29, 2023 of the Prime Minister, ensuring feasibility, efficiency, and conformity with the planning and development orientation of Nghi Son Economic Zone, avoiding dispersion and waste. At the same time, strengthen financial and budgetary discipline, closely monitor payment and settlement to ensure publicity, transparency, and compliance with legal regulations.

Provincial Party Secretary Nguyen Doan Anh stated: There is not much time left until the 20th Provincial Party Congress, so he requested that Party committees at all levels, authorities, the Fatherland Front and organizations in the province focus on the preparation and organization of the Congress; carefully and thoroughly prepare the contents of the Congress, absorb the conclusions of the Politburo at the working session with the Provincial Party Standing Committee on August 20, 2025 and the conclusions of the Head of the Central Organizing Committee at the working session with the Provincial Party Executive Committee on the morning of September 17, 2025, to complete the Congress documents, ensure the best quality, identify major orientations and new driving forces for the province's development in the coming period. Focus on leading and directing the effective implementation of tasks and solutions to promote socio-economic development, determined to complete and exceed the socio-economic targets set for 2025.

At the same time, coordinate to prepare for the summary of the term of People's Councils and People's Committees at all levels; carefully prepare for the election of National Assembly deputies and People's Council deputies at all levels for the next term.

At the Session, delegates heard the Provincial People's Committee's Report on extending the implementation and disbursement time of the 2024 public investment plan to 2025; adjusting and supplementing the 2025 state budget estimate; adjusting and supplementing the 2025 public investment plan with additional central capital with local budget targets in Decision No. 1491/QD-TTg dated November 29, 2023 of the Prime Minister to implement special policies under Resolution No. 37/2021/QH15.

Speaking at the ceremony, comrade Nguyen Hoai Anh, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee respectfully thanked the delegates of the Provincial People's Council for their trust and confidence in electing him to hold the position of Chairman of the Thanh Hoa Provincial People's Committee for the 2021-2026 term.

The Chairman of the Provincial People's Committee affirmed that this is a very honorable task, and at the same time a high responsibility, requiring him to make every effort to build a united and democratic Provincial People's Committee, improve the quality of direction and administration of the Provincial People's Committee and the effectiveness and efficiency of state management of the People's Committees of communes and wards.

Strictly comply with the leadership and direction of the Central Government, the Government, and the Provincial Party Committee to effectively implement the Resolutions of the Provincial People's Council. Focus on resolving difficulties and obstacles in the activities of people and businesses.

In the immediate future, we will focus on doing a good job of ideological work among civil servants, identifying key solutions for the last 3 months of 2025 on socio-economic development, national defense and security to achieve the highest goals and plans for 2025. At the same time, in the coming time, we will focus on directing the concretization and implementation of the Resolution of the 20th Provincial Party Congress and the Resolution of the 14th National Party Congress, striving to soon turn Thanh Hoa into an industrialized, modern, rich, civilized and happy province.

In his new position, with his affection, the Chairman of the Provincial People's Committee hopes to receive the attention, leadership and direction of the Provincial Party Committee, the Provincial Party Committee Standing Committee, the supervision and coordination of the Provincial People's Council, the Provincial People's Council committees and the Provincial People's Council delegates, the consensus and joint efforts of the Provincial People's Committee members, leaders of departments, branches, communes and wards in the province to strive to overcome difficulties and challenges to successfully carry out the assigned political tasks, bringing Thanh Hoa province to develop faster and more sustainably in the coming years.
