On the afternoon of September 9, in Hanoi, General Secretary To Lam chaired a meeting on implementing Resolution No. 71 dated August 22, 2025 of the Politburo on breakthroughs in education and training development (Resolution 71).

After listening to the report and the opinions exchanged, concluding the meeting, General Secretary To Lam stated that the concretization and development of an Action Program to implement Resolution No. 71 is very important, will decide the success of the resolution and must overcome the situation where the policy is correct but implementation is ineffective.
The General Secretary assigned the Party Committee of the Ministry of Education and Training to preside over and coordinate with relevant agencies to fully absorb opinions expressed at this meeting to supplement and complete the Action Program to implement Resolution No. 71 of the Politburo, and report to the Government for approval.
The General Secretary noted that the core contents of Resolution No. 71 such as perfecting legal institutions; building national target programs, developing preschool education, general education, and higher education; innovating programs, content, and mechanisms, ensuring facilities, enough schools, enough classes, enough teachers, and correcting limitations and negative aspects in the education sector... need to be institutionalized, specifically implemented, with clear assignment of responsibilities, and must have a roadmap and detailed timeline for completion.
The tasks to be implemented in 2025 need to be focused on immediately, ensuring progress and quality so that people and society can clearly see the breakthrough changes of the resolution.
General Secretary To Lam also raised specific issues and a specific timeline for putting the contents of Resolution 71 into practice, such as the requirement for a unified set of textbooks nationwide.
"Resolution 71 has already said it, teachers and parents are asking when this can be done? People say that now that this school year (2025-2026) has passed, will it be possible next year? The education sector must answer this. I think it cannot be delayed any longer," the General Secretary stated.
The General Secretary emphasized that the wish of the Party and the education sector is that Resolution No. 71 must bring about immediate changes in the education and training sector, especially for teachers and staff in charge of management in the education sector.
According to the General Secretary, the ultimate goal of Resolution 71 is to improve the quality of teaching and learning. Without such a change, it will fail. The Party and State will pay attention and create all conditions for the sector to successfully implement the goals stated in the resolution.

Strategic innovation of the education sector
Previously, reporting at the meeting, Minister of Education and Training Nguyen Kim Son said that Resolution No. 71 had attracted widespread attention from teachers, parents, students and experts, showing high consensus, considering this a correct and timely step, affirming social trust in strategic innovations of the education sector.
The Ministry of Education and Training is actively coordinating with the Central Propaganda and Mass Mobilization Commission to prepare for the organization of a national conference to disseminate and implement Resolution No. 71; to develop a draft Action Program of the Government to implement Resolution No. 71. Currently, the draft is being completed to seek opinions from relevant ministries and branches before submitting to the Government.
Regarding implementation, the Ministry has integrated the tasks and solutions assigned in Resolution No. 71 into 3 draft laws and 2 resolutions of the National Assembly, including: Law on Amending and Supplementing a Number of Articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended); National Target Program on Modernizing and Improving the Quality of Education and Training for the 2026 - 2035 Period; Submission to the National Assembly Standing Committee on supplementing the draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71...
In addition, the Ministry of Education and Training has submitted to the Government Decree No. 238 dated September 3, 2025 regulating policies on tuition fees, exemption, reduction, tuition support, support for learning costs and service prices in the field of education and training.
The Ministry of Education and Training has drafted a Decree on lunch support policy for primary and secondary school students in land border communes. Currently, the Ministry of Education and Training has sent it to the Ministry of Justice for review, and is expected to submit it to the Government for promulgation in September for timely application in the 2025-2026 school year.
In addition, according to Mr. Son, the Ministry of Education and Training has completed the draft Decree detailing the implementation of Resolution No. 218 dated June 26, 2025 of the National Assembly on universal education for children from 3 to 5 years old, and is submitting it to the Government for consideration and promulgation in September 2025 for timely application from 2025 to 2026.
In addition, based on the proposals of 22 provinces and cities with land borders, the Ministry of Education and Training has compiled and selected a list of 100 schools (including 83 newly built schools and 17 schools renovated, upgraded, and expanded on existing facilities) in 18/22 border provinces and cities for investment in 2025, to be completed before August 30, 2026, and sent to the Ministry of Finance on September 8 for consideration, balancing, and capital allocation. These are schools that localities have carefully reviewed, prepared conditions, selected, and proposed investment plans....
