Stronger, more comprehensive and drastic innovation in economic management
In the context of many difficulties and challenges, in 2024, all 15/15 main targets of the 2024 Plan will be completed and exceeded. Notably, the positive recovery of the economy, with high growth; stable macro-economy, effectively controlled inflation; major balances of the economy are firmly secured. Social security is significantly improved, people's lives are increasingly improved.
Socio-political stability, national defense and security have been strengthened, creating an important foundation for sustainable development. In particular, foreign affairs and international integration have been promoted and expanded, consolidating the country's position and prestige in the international arena. A peaceful and stable environment has been maintained, creating favorable conditions for national development and increasing people's trust in the Party and State.
On behalf of the Politburo, the Secretariat, the Party and State leaders, General Secretary To Lam warmly welcomed, acknowledged, congratulated and commended the Government, the Prime Minister, Party committees at all levels, authorities, organizations, business communities, cadres, Party members, compatriots, soldiers nationwide and overseas Vietnamese for their efforts and achievements in 2024, creating a new foundation, new motivation, new spirit, new mindset for implementing the goals and tasks of 2025 and the 5-year Plan 2021-2025, creating momentum for the goal of comprehensively completing and exceeding the targets and plans set by the 13th Party Congress, especially the goal of 100 years under the Party's leadership and 100 years of the country's founding.
Basically agreeing with the content of the Government's report and the opinions of the delegates on the situation forecast, viewpoints, goals, tasks, and key solutions in all fields, the General Secretary suggested that it is necessary to proactively respond to all situations, especially in the context of forecasts that the world and regional situation will continue to be complicated and unpredictable; with more difficulties and challenges than advantages and opportunities.
The General Secretary noted that 2025 is of special importance, being the final year of implementing the 5-year Socio-Economic Development Plan 2021-2025 - the year of acceleration, breakthrough, and reaching the finish line, and at the same time, the year of focusing on organizing Party Congresses at all levels, towards the 14th National Congress of the Party and consolidating and preparing well the fundamental factors to successfully implement the 10-year Socio-Economic Development Strategy for the period 2021-2030, marking the time when the country enters a new era, an era of rising up, developing richly and prosperously for the nation.
The General Secretary suggested that it is necessary to unify awareness and action on the urgency of continuing to carry out economic innovation; it is necessary to innovate more strongly, decisively, drastically, revolutionary, and comprehensively in economic management so that we can firmly enter the era of prosperity, wealth, and development. The top priority is to streamline the organizational apparatus of the Political System in the direction of "Simplified - Compact - Strong - Effective - Effective - Efficient." This is not just a reduction but also requires extensive reform of State governance, transparency, and promotion of decentralization and delegation of power in administration, economics, finance-budget, and resource management.
The General Secretary pointed out that it is necessary to abandon the mindset of “if you can’t manage it, then ban it,” promote the method of “management by results,” innovate budget allocation based on output results, shift from “pre-inspection” to “post-inspection,” and create new space and development momentum. Strongly reform the financial, banking, and monetary systems. Perfect the legal system to ensure transparency, consistency, fairness, and quickly overcome overlaps and inadequacies in the current system, creating a stable and easy-to-comply legal foundation. Spirit is an issue, a content is only regulated in one law; enterprises are free to do business in what is not prohibited by law. State agencies are only allowed to do what is permitted by law. Prioritizing promoting economic growth, maintaining macroeconomic stability, and controlling inflation are key goals to build a strong and stable economy, thoroughly implementing the motto “development for stability - stability for development.”
To achieve an economic growth rate of 8% in 2025, attach importance to growth quality and strive for double-digit growth in the 2026-2030 period, the General Secretary requested that it is necessary to implement synchronous and effective solutions. In particular, it is necessary to promote institutional breakthroughs, promote market principles in resource mobilization and allocation, and eliminate the "ask-give" mechanism and subsidy mindset.
The General Secretary stated that it is necessary to promote the strength of the people and all economic sectors by building an effective, dynamic administration, a safe, transparent, low-cost, and international-standard investment and business environment to promote entrepreneurship and enrichment. The State must protect legitimate property rights and business freedom. National digital transformation needs to be promoted, developing the digital economy and strengthening connections between the government, businesses and people. Prioritizing the resolution of wasted resources, such as suspended planning, projects stuck in procedures, unused public land, disputed assets and protracted cases. Implementing the policy of "growth contracting" in both quantity and quality for localities along with promoting decentralization and delegation of power to create dynamism and creativity for localities to find their own mechanisms, policies and solutions to achieve double-digit growth, contributing to the economic growth of the whole country...
Imbued with the central ideology of "New era, the era of striving for development, wealth and prosperity of the nation"
The General Secretary suggested that it is necessary to focus on investing in completing the system of strategic, key and important national infrastructure, especially projects on road and high-speed railway infrastructure, seaports, airports, energy and climate change adaptation. Continue to build and perfect mechanisms and policies for developing electricity and renewable energy, especially hydrogen and nuclear power.
It is necessary to prioritize the development of national digital infrastructure, innovation infrastructure and the construction of a national data center to create a foundation for the development of the digital economy, new industries such as artificial intelligence, big data, cloud computing, strongly support businesses in applying new technologies, and at the same time create new opportunities in areas such as financial technology, e-commerce, digital education, digital healthcare, etc.
Promote the commercialization of 5G and research on 6G technology, develop telecommunications satellites and upgrade the national telecommunications backbone infrastructure. In particular, strengthen research and implementation of programs to effectively exploit outer space, sea space and underground space to open up new economic development opportunities and increase the capacity for scientific and technological research and development, protect national resources and sovereignty.
The General Secretary requested to focus on effectively and substantially implementing the economic restructuring, associated with growth model innovation, to improve national competitiveness. Rapid but sustainable development needs to be built on the foundation of science, technology, digital transformation and especially people-centered, focusing on developing high-quality human resources. The scientific management mechanism must create a driving force for innovation like the spirit of "contract 10" in agriculture, encouraging businesses to invest in research and development, especially in high-tech or biotechnology fields...
The General Secretary emphasized the need to focus on developing culture and society, and building Vietnamese people with the qualities and capacity to meet the requirements of sustainable development, while ensuring social security, building a clean living environment, mitigating natural disasters, and adapting to climate change; fostering and nurturing children's thinking right from school with a spirit of self-study, self-awareness, self-reliance, national pride, living with ambition, ideals, and the will to rise up.
Investment in cultural development needs to be in harmony with the economy and society, creating a civilized, united and progressive society. Issue mechanisms to encourage the development of cultural industries, create valuable cultural products, promote national potential and identity. Effectively implement the National Target Program on Cultural Development for the period 2025-2035 to improve spiritual life, protect and promote traditional cultural values in international integration. Organize activities to celebrate major holidays in 2025 to raise public awareness of historical, cultural and traditional values. Build a comprehensive, modern and sustainable social policy system. Implement social security policies well, reduce poverty sustainably and support vulnerable groups. Innovate measures to forecast and monitor epidemics, effectively protect public health. Policies on ethnicity, religion and belief need to be fair, effective, and aim for a safe and friendly living environment. Promoting gender equality, women's advancement, preventing domestic violence, and developing physical education and sports as important factors in improving people's quality of life...
Besides, firmly protect independence, sovereignty, unity and territorial integrity; ensure political security and social order and safety; promote foreign affairs and international integration; focus on implementing drastic solutions to innovate the Party's leadership methods, thereby improving the effectiveness of Party building and rectification work.
At the Conference, the General Secretary raised a number of open questions; noting that issues arising from practice require thorough, objective and comprehensive analysis of the situation, finding the causes, drawing valuable lessons to come up with creative, effective and timely solutions to realize the goals of socio-economic development.
The General Secretary affirmed that over the past years, our entire Party, army and people have united and made efforts to overcome many difficulties and challenges and achieved important achievements. Reality has proven that the more difficult the situation, the more solidarity, determination, unanimity and strong rise are demonstrated. At present, we have enough power and strength, enough will and determination to enter an era of national development and prosperity.
In the bustling atmosphere of preparing to welcome the new year 2025 and the country's important events, the General Secretary hopes that the leaders, each cadre, party member, civil servant and public employee will be imbued with the central ideology of "New era, the era of striving for strong, prosperous development of the nation." This is considered the guideline for all actions and decisions and a torch to light the way for the country's development in the coming period.
