"Total effort" to repair damage on National Highway 1 through Ha Tinh

Faced with the "ultimatum" from the Vietnam Road Administration that if the damage and degradation of National Highway 1 through Ha Tinh is not completely repaired by 11 a.m. on January 30, Cienco4 is mobilizing all its resources to repair it.

On the evening of January 29, nearly 100 locomotives, equipment and workers of Cienco4 Group Joint Stock Company - the investor of the project to upgrade and expand National Highway 1 from the South of Ben Thuy Bridge to the North of Ha Tinh City bypass, were still continuing to repair the damaged and degraded road surface on the section from Km492 to Km504 through Nghen town (Can Loc) and Thach Kenh commune (Thach Ha district).

Cienco4 repaired damage on National Highway 1 through Son Thinh Residential Area, Nghen Town, Can Loc District on the afternoon of January 29.

The surface and roadbed of a 12km stretch of National Highway 1 through Ha Tinh from Nghen town to Thach Kenh commune have structural damage, peeling, cracks, turtle shell cracks, subsidence, and rutted wheel tracks. This is a severely damaged section that Cienco4 must prioritize repairing before the Lunar New Year of Giap Thin to ensure safety for people and vehicles passing by.

This surface repair is part of the second road renovation project that has just been approved by the relevant authorities.

Mr. Dang Hoa Chung - Director of Project Management Board (Cienco4 Group Joint Stock Company) said: The second road renovation project has a total cost of 61 billion VND to repair damage and deterioration on National Highway 1, including the Vinh City bypass and the section from South of Ben Thuy Bridge to North of Ha Tinh City bypass.

However, because National Highway 1 through Ha Tinh is more severely damaged and needs to be prioritized for repair, the unit has allocated nearly 50 billion VND (about 80% of the project's funding) for repair work.

The surface and roadbed of damaged and degraded locations and sections are scraped off a 12cm layer, cleaned, left to dry, sprayed with an adhesive emulsion layer and resurfaced with 2 layers of asphalt concrete. The bottom layer is 7cm thick with C19 asphalt concrete and the top layer is 5cm thick with C16 asphalt concrete with additives to increase the durability of the road surface and minimize rutting.

According to Mr. Dang Hoa Chung, as of January 29, the unit has completed about 34,000/ 37,437m2 according to the volume of damage repairs in the field inspection report dated January 8 of the interdisciplinary team between the investor (Cienco4 Group Joint Stock Company), the project enterprise (BOT Branch of Vinh City Bypass) with the Road Management Office II.3 and the departments, branches and sectors of Ha Tinh.

Severely damaged sections were scraped and resurfaced with a new 12cm thick layer of asphalt concrete.

According to the commitment in the field inspection report dated January 8 of the interdisciplinary team, Cienco4 must complete the repair work before January 25. Explaining this delay, Mr. Dang Hoa Chung - Director of the Project Management Board said: As soon as the volume of work that needs to be repaired before the Lunar New Year of Giap Thin was agreed upon, the unit directed the contractor to concentrate machinery and human resources to carry out the repair work.

However, in recent days, due to the influence of cold air waves, Ha Tinh's weather has often been rainy and windy, so despite efforts, the completed volume is still slower than the requirements of the province and functional sectors.

The damaged volume that Cienco4 must complete repair before 11am on January 30 is 37,347m2 .

“As soon as the rain and wind stopped, the unit continued to carry out the repair work. At this time, the unit mobilized almost all construction teams with 5 scraping lines, 2 hot asphalt concrete paving lines, working 24/24 to soon complete the required volume,” Mr. Dang Hoa Chung informed.

The Director of the Project Management Board affirmed that with the mobilization of many construction teams day and night, by 11:00 a.m. on January 30, the unit will basically complete the repair volume proposed by the road management agency and Ha Tinh departments.

Workers of Cienco4 Group Joint Stock Company must clean and dry the stagnant water areas in the scraped locations before being able to lay a new layer of asphalt concrete.

Regarding the repair of the damaged road surface and traffic safety system on National Highway 1 from the South of Ben Thuy Bridge to the North of Ha Tinh City bypass, on January 23, Road Management Area II requested the Vietnam Road Administration to consider and decide to temporarily stop collecting tolls based on regulations.

After considering the factors, the Vietnam Road Administration has sent a second document to the investor, project enterprise and Road Management Area II to urgently repair the damaged road surface to ensure traffic safety during the Lunar New Year, including "extending" Cienco4, BOT Branch of Vinh City bypass to complete the repair of cracks, structural damage, subsidence, and rutting with a volume of 37,347 m2 before 11:00 a.m. on January 30.

Mr. Vo Truong Giang - Head of Road Management Office II.3 assessed that in the past time, except for the days affected by rainy and windy weather, Cienco4 and the Vinh City Bypass BOT Branch have also made many efforts in overcoming and repairing damage and deterioration. Up to now, according to the unit's inspection, the basic repair volume has met the requirements.

The second road renovation project only partially handles the damage and deterioration on National Highway 1, but cannot completely fix it, and we need to wait until the 2026 overhaul project. Therefore, we hope that the relevant agencies will continue to support the unit in the coming time to implement the renovation project. If the renovation project is completed, the road surface will basically be restored to its original state, contributing to ensuring traffic safety for people and vehicles passing by.
