Ho Chi Minh City will issue pink books for about 81,000 houses.

To issue pink books for projects, the Department of Natural Resources and Environment divides projects into 6 groups. For 47 projects, with 8,159 units that have not yet been issued pink books but have no legal problems, only waiting for confirmation of completion of financial obligations (group 1), from May 5 to 10, the Department organized a direct working session with the Ho Chi Minh City Tax Department, Tax Departments of districts, Thu Duc City and enterprises with projects to urge the responsibility of enterprises to fulfill financial obligations, the responsibility of issuing notices of financial obligations and documents confirming the completion of financial obligations of tax agencies. In June, the authorities will report the causes of delay and propose measures and solutions. The issuance of pink books will be carried out immediately after the tax agency announces the completion of financial obligations.

For 30,061 apartments that have not been granted pink books due to project enterprises' delay in submitting applications for pink books (group 2), the time to compile the list is in the second quarter of 2023. The time to organize direct work in the third quarter of 2023 with enterprises to urge the submission of applications for pink books for the project. The Department of Natural Resources and Environment will clarify the causes and difficulties of enterprises in the delay in submitting applications for pink books for projects. For units that are slow to submit applications without a valid reason, they will be resolutely punished according to the provisions of law. At the same time, the list of these units will be published on the Department of Natural Resources and Environment's Electronic Information Portal for people and enterprises to know.

For 29 projects, with 10,019 units that have not been granted pink books due to problems with new types of real estate that have not been regulated in legal documents (group 3), the Department organized a training session with the participation of the Ministry of Natural Resources and Environment as a reporter to guide and implement Decree No. 10 of the Government. In which, focusing on new contents regulated in the Decree such as granting pink books of ownership of construction works attached to land according to the purpose of using commercial and service land for condotel apartments according to the provisions of the law on tourism on commercial and service land. Issuing pink books, confirming changes to the issued pink books of the Land Registration Office as well as the Branch of the Land Registration Office and contents related to the issuance of pink books... At the same time, implementing the issuance of pink books of ownership of construction works attached to land according to the purpose of commercial and service land use in projects according to regulations after Decree No. 10 of the Government takes effect.

The training session will be held from May 20 to 31; the issuance of pink books will be carried out in the third quarter of 2023. Strive to complete the issuance of pink books for the remaining apartments in projects with condotel apartments by the end of the third quarter of 2023.

Up to now, in the city, there are still about 81,000 houses that have not been granted pink books. The reason is partly due to problems with land origin, investors have not fulfilled additional financial obligations, state agencies are inspecting, checking, violations in construction... The fact that tens of thousands of houses have not been granted pink books has caused difficulties and losses for people, businesses and the State.

Group 4 has 39 projects, with 19,958 units that have not been granted pink books due to the need to fulfill additional financial obligations. Of which, 23/39 projects are being appraised by consulting units after receiving the appraisal certificate from the consulting unit, urgently synthesizing and submitting to the City Land Valuation Council for consideration and appraisal. Particularly for 16/39 projects that are still stuck: conduct research to identify difficulties and shortcomings to propose appropriate solutions, in case of exceeding authority, report to competent authorities for consideration and resolution. Closely coordinate with the Department of Finance in the process of synthesizing and submitting to the City Land Valuation Council for consideration and appraisal of land price plans for projects. Implementation period from the 2nd to 4th quarter of 2023, from May to the end of October. Accordingly, submit to the City Land Valuation Council 23/39 projects, propose measures and solutions for the remaining 16/39 projects.

For 6 projects, with 4,653 units that have not been granted pink books due to other problems (group 5), the Department will study and propose solutions to the competent authority to resolve these problems. In case of exceeding the authority, it will be reported to the competent authority for consideration and resolution. Implementation time is from the 2nd to the 3rd quarter of 2023.

For 18 projects, with 8,235 units that have not been granted pink books due to inspection, examination, and investigation (group 6), the Department has sent a document to the inspection, examination, and investigation agency about the possibility of continuing to carry out administrative procedures for granting pink books for each specific project. Implementation time is from the second quarter to the end of the third quarter of 2023.
