The 1st National Assembly Party Congress and the Congress of three Party Committees directly under the Central Committee
During the week, the 1st National Assembly Party Congress, term 2025 - 2030 took place solemnly, with the spirit of "Solidarity - Democracy - Discipline - Breakthrough" and completed all the proposed contents and programs.
The Congress discussed enthusiastically, frankly, democratically and unanimously passed important documents including: Political Report of the Party Executive Committee of the National Assembly for the 2020-2025 term; Report reviewing the leadership and direction of the Party Executive Committee of the National Assembly for the 2020-2025 term; Report synthesizing opinions of the Party Executive Committee of the National Assembly on the documents submitted to the 14th National Party Congress; Voting to pass the Resolution of the 1st National Party Congress, term 2025-2030; listening to the announcement of the Politburo's Decision appointing 21 official delegates and 6 alternate delegates of the Party Executive Committee of the National Assembly to attend the 14th National Party Congress.
Directing at the Congress, General Secretary To Lam requested the National Assembly to enhance the people's and Party's character in its activities, consider legislation as "a breakthrough of breakthroughs", focus on perfecting laws on digital economy , data, renewable energy, green growth, and circular economy; at the same time, assessed: This is a political event of special importance, marking a new step of development for the Party Committee of the National Assembly, affirming Vietnam's determination in building the National Assembly to truly be the highest State power body of the country, the highest representative body of the people.
The Congress Resolution has set out four key breakthroughs: Timely institutionalization of the Party's policies in legislative work; strongly innovating methods of supervision and decision-making on important issues; building a contingent of delegates and officials equal to the task; promoting digital transformation, building a digital National Assembly...
Also during the week, three Party Committees directly under the Central Committee, including the Party Committee of the Fatherland Front and Central mass organizations; the Party Committee of Central Party agencies; and the Party Committee of the National Assembly, held their first Congress of Delegates for the 2025-2030 term. The presentations at the Congress showed a high level of consensus on the content of the documents; pointed out the limitations and shortcomings of the agencies within the Party Committee and proposed many contents demonstrating a high sense of responsibility, frankness, enthusiasm, and intelligence. The Congress identified three breakthroughs, including: Innovating thinking, improving the level of forecasting and strategic consulting work; building a contingent of cadres and Party members with sufficient qualities, capacity, and prestige; promoting administrative reform, applying information technology, and digital transformation in Party work. At the Congress, General Secretary To Lam affirmed that the Party Committee model of Central Party agencies is a correct strategic decision, ensuring the streamlining, effectiveness and efficiency of the political apparatus in the new period.
Inauguration of the new Phong Chau bridge
During the week of September 28, Phu Tho province held the inauguration ceremony of the new Phong Chau bridge across the Red River. Prime Minister Pham Minh Chinh attended and cut the ribbon with delegates.
The investment project to build the new Phong Chau bridge on National Highway 32C, Phu Tho province, was invested in according to the Emergency Construction Order after the collapse of the old Phong Chau bridge on September 9, 2024, and started on December 21, 2024. The project has a total investment of more than 635 billion VND, from the central budget, with the Thang Long Project Management Board (Ministry of Construction) as the investor, and the construction unit is Truong Son Construction Corporation. The new Phong Chau bridge is 652 m long, 20.5 m wide, designed with 4 lanes for motor vehicles, starting at Phung Nguyen commune and ending at Van Xuan commune.
At the ceremony, the Prime Minister and delegates observed a moment of silence to commemorate the people who lost their lives due to the collapse of the old Phong Chau bridge exactly one year ago. Moved by the tears of faith, hope and pride of the people of Phu Tho province, the Prime Minister said that the new Phong Chau bridge is a bridge connecting the people with the Party and the State; connecting people with people; connecting the people with the heroic Vietnamese Army; healing wounds and rekindling faith and happiness; closely connecting ministries, branches, agencies, localities and the people.
The Prime Minister commended and highly appreciated the sense of responsibility and the prompt implementation of the Ministry of Construction; the Ministry of National Defense, the Provincial Party Committee - People's Committee of Phu Tho province, relevant ministries and branches in the process of implementing the project and the efforts of officers and soldiers of the 249th Engineering Brigade - Engineering Corps, Corps 12 - Truong Son Construction Corporation who have highly promoted the qualities of Uncle Ho's soldiers, overcome many difficulties, worked day and night, and inaugurated Phong Chau bridge as committed. During the construction process, the units organized the construction with the spirit of "3 shifts, 4 teams", "overcoming the sun, overcoming the rain, not losing to storms", "eating and sleeping urgently", "not working during the day, working at night", "only discussing work, not discussing backtracking". Thanks to that, the project was completed 3 months ahead of schedule compared to the contract, saving nearly 200 billion VND compared to the total initial investment...
The operation of Phong Chau Bridge ensures the urgency and quick resolution of traffic disruptions, overcoming the consequences of storms and floods; soon connecting the traffic network in the area, creating favorable conditions for people to travel, supporting socio-economic development, ensuring national defense and security in the area.
Peacekeeping forces set out on duty
Last week, the Ministry of National Defense held a ceremony to send off Level 2 Field Hospital No. 7, with 63 officers and soldiers, and Engineering Team No. 4, with 184 officers and soldiers, to the United Nations Peacekeeping Mission in South Sudan and the Abyei region.
At the event, Senior Lieutenant General Hoang Xuan Chien, Deputy Minister of National Defense, affirmed that the peacekeeping force is a bright spot in Vietnam's multilateral diplomacy, contributing to spreading the image of "Uncle Ho's soldiers" in the new era. The Vietnam Peacekeeping Department also held a ceremony to welcome the Level 2 Field Hospital No. 6, which successfully completed its mission, back to the country.
Deployed since September 26, 2024, in one year of operation, the unit has received 2,650 patients, the referral rate is less than 0.1% (compared to the average of 2% of the mission), performed 33 surgeries and procedures, many of which were difficult and successful. The United Nations assessed that this is the best team to complete the mission among the field hospital teams that Vietnam has ever deployed. The Vietnam Peacekeeping Department also praised the efforts and sense of responsibility of the collective of Level 2 Field Hospital No. 6, requiring them to quickly stabilize and prepare to receive new tasks, maintaining the spirit of "complete every task, overcome every difficulty".
Responding to two dangerous storms
Over the past week, localities have continuously deployed measures to respond to two major storms No. 9 and No. 10. Storm No. 9 (super storm Ragasa) entered the East Sea on September 22 with very strong intensity, warned as a super storm (level 16-17), gusting above level 17. The storm then downgraded and gradually weakened. To proactively respond to storm No. 9, localities have actively communicated, calling on ships operating in sea areas to anchor, take shelter from the storm safely, and prohibit sailing during the forecasted impact of the storm; aiming to absolutely ensure the safety of people's lives and minimize property damage. In particular, Prime Minister Pham Minh Chinh issued an official dispatch directing ministries, branches and localities to focus on responding to storm No. 9.
Immediately after storm No. 9, storm No. 10 (BUALOI) appeared and continued to move into the East Sea. It was assessed as a fast-moving storm, twice the average speed, with strong storm intensity, wide range of influence, and could cause combined impacts of many types of natural disasters such as strong winds, heavy rains, floods, flash floods, landslides and coastal flooding. In addition to urgently calling on ships operating in the central East Sea to move to avoid the storm; flood prevention work was also urgently deployed in many localities; especially in the provinces from Thanh Hoa to Da Nang City.
According to forecasts, storm BUALOI will make landfall in Nghe An - Quang Tri provinces on the night of September 28, with winds gusting to level 12 in some places. To focus on responding to storm No. 10, Prime Minister Pham Minh Chinh also issued an official dispatch requesting ministries, branches and localities to focus on response solutions; the highest requirement is to ensure the safety of people's lives, reduce property damage in the spirit of proactive response at the highest level, not to be passive or surprised in any situation...
Launching the Action Month for the Elderly in 2025
During the week of September 27, the launching ceremony of the Action Month for the Elderly in 2025 with the theme "Promoting the role of the elderly in the era of national growth" organized by the Vietnam Association of the Elderly took place in Hanoi.
At the launching ceremony, Politburo member, Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien affirmed the Party and State's attention and importance to the care and protection of the elderly in recent times; requested Party committees at all levels, ministries, branches and localities to join hands in carrying out activities to care for and protect the elderly, such as: Proactively reviewing and evaluating the results of implementing policies and laws on the elderly; proposing amendments to the Law on the Elderly and proposing additional appropriate policies to care for and protect the elderly to have a better material and spiritual life; at the same time, calling on organizations and individuals at home and abroad to continue to join hands, contribute, and support resources for the cause of caring for, protecting and promoting the role of the elderly.
On this occasion, the Vietnam Association of the Elderly launched the humanitarian program "Bright eyes for the elderly" for the period 2025-2028, one of the major events in the Association's 2025 series of activities, and presented gifts to 10 outstanding elderly people in Hanoi.
