HCMC: Strictly prohibit forcing students to buy uniforms at the beginning of the new school year

Accordingly, the Department of Education and Training of Ho Chi Minh City strictly prohibits educational institutions from forcing students to make or buy uniforms.

In addition, uniform regulations must ensure savings and be suitable to the economic and social conditions of each locality and each school. If there is a need, educational and training institutions only prescribe designs for students' families to sew and purchase, and not change uniform regulations to save money and avoid waste.

In the 2024-2025 school year, the education sector will implement the school year theme "Discipline, responsibility, innovation, digital transformation to improve the quality of education and training in Ho Chi Minh City".

Schools should organize extensive communication to teachers, students, especially primary students and parents about class sizes, study time; review, adjust, supplement and perfect regulations, rules, school year plans and educational programs of the school.

The content and form of communication are clear, transparent, diverse and suitable for each student group.

In addition, schools review facilities, teaching and learning equipment, ensure facilities, teaching equipment, comprehensive educational activities for students in accordance with the requirements and spirit of the 2018 General Education Program; ensure campus, landscape, green, clean, beautiful, safe, healthy, friendly educational environment, pay special attention to toilets and environmental sanitation; strengthen the work of ensuring school safety, security and order, especially preventing accidents, injuries, and school violence right from the beginning of the school year.

Also in this school year, the Ho Chi Minh City Department of Education and Training continues to implement the Happy School; promote digital transformation, administrative reform, and enhance conditions to ensure technical infrastructure and skills in applying information technology in teaching and learning, testing, and evaluating educational quality at the unit.

In particular, Director of the Department of Education and Training of Ho Chi Minh City Nguyen Van Hieu requested schools to seriously implement the instructions of the Department of Education and Training of Ho Chi Minh City on regulations on financial revenue and expenditure management, and to publicize revenue and expenditure from the beginning of the school year.

Schools do not require students to purchase syllabuses, reference materials, books, exercise books; develop and implement support plans for poor and near-poor students, policy beneficiaries, students in difficult and disadvantaged circumstances, etc.

Educational institutions have the responsibility to be proactive and not allow delays or shortages of textbooks and local educational materials when the new school year begins.

School programs must be developed and implemented in accordance with regulations; ensure voluntary participation and consensus of each individual learner from the beginning of the school year; implement democracy and accountability of educational institutions in managing educational activities; ensure participation of students, families and society in managing educational activities according to the provisions of law.

All schools in the city develop plans, assign tasks, and strictly maintain the implementation of the national flag-saluting ceremony, singing the national anthem, combining storytelling activities, theatrical activities, and other forms to carry out the study and follow of Ho Chi Minh's ideology, morality, and lifestyle.

The Opening Ceremony program for the 2024-2025 school year must ensure safety, joy, meaning, brevity, practicality, economy, and suitability to the actual situation of the school. In particular, it is necessary to focus on creating an impression and attraction for students, helping them have memorable experiences on the first day of the new school year.

All educational institutions in the city will simultaneously organize the Opening Ceremony of the 2024 - 2025 school year on the morning of September 5, 2024. The Opening Ceremony program includes the following contents: Welcome performance; Ceremony to welcome first-year students (brief, meaningful); Salute the flag, sing the National Anthem (do not use music with pre-recorded lyrics); Declare the reason, introduce delegates; Report and cut the ribbon (for new schools); Read the letter of the President (invite local leaders); Opening speech of the Principal (brief); Beat the drum to open the school (Principal beats the drum to open the school); Present congratulatory flowers (City leaders, if any); Rewards, award scholarships (if any); Closing.

After the ceremony, the school organized a festival to create a joyful and exciting atmosphere for the opening day of the new school year, ensuring absolute safety and health.
