Ho Chi Minh City in the leading group in national digital transformation

The Digital Transformation Index (DTI) is an important tool to monitor progress, evaluate effectiveness and guide policies to promote digital transformation nationwide.

On October 21, at the program to celebrate National Digital Transformation Day 2025, the Ministry of Science and Technology announced the results of DTI in 2024.

Accordingly, Hanoi leads the country, followed by Hue City, followed by Hai Phong City and Ho Chi Minh City, affirming its pioneering position in the process of building digital government, digital economy and digital society.

Mr. Nguyen Phu Tien, Deputy Director of the National Digital Transformation Agency, said that since 2020, the Ministry of Science and Technology (formerly the Ministry of Information and Communications) has issued and deployed the DTI index to assess the level of digital transformation at three levels: ministry, province and country. DTI is an important tool to monitor progress, evaluate effectiveness and guide policies to promote digital transformation nationwide.

The national DTI consists of 12 indicators divided into 3 main pillars: Digital Government (400 points), Digital Economy (300 points) and Digital Society (300 points), with a total score of 1,000. The provincial DTI is structured according to 3 similar pillars: digital government, digital economy and digital society, including 8 main indicators with 47 component indicators.

Of which, the common foundation index group (digital awareness, digital institutions, digital infrastructure, digital human resources and cyber security) accounts for the majority, in addition to the performance index group (digital government, digital economy, digital society). The ministerial DTI includes 6 main indexes and 31 component indexes with a total score of 1,000, reflecting the characteristics of each ministry and sector in implementing digital transformation.

The indicators are collected and evaluated entirely online via the dti.gov.vn system, combining automatic measurement data and verified statistical reports.

According to the announcement of the Ministry of Science and Technology, DTI in 2024 reached 0.7955, an increase of 8.6% compared to 2023 (0.7326). Notably, in 2024, Vietnam increased 15 places in the United Nations e-Government rankings, ranking 71/193 countries - a clear step forward in the process of building a digital government.

For the local level, DTI in 2024 will be conducted in two assessment groups: group of 63 provinces and cities (before merger) and group of 34 provinces and cities (after merger).

Accordingly, Ho Chi Minh City leads the group of 63 provinces and cities and ranks 4th (after Hanoi , Hue and Hai Phong) in the group of 34 merged provinces and cities.

Maintaining its position in the national leading group in DTI 2024 in the first year of implementing the new administrative model is a testament to the continuous efforts of the entire political system of Ho Chi Minh City. This achievement clearly reflects Ho Chi Minh City's orientation in identifying science and technology, innovation and digital transformation as the main driving forces for growth.
