Deploying new documents on Party building and organization work

On the morning of July 26, the Central Organizing Committee held a national online conference to disseminate and implement new documents on Party building and organization. Comrade Truong Thi Mai, Politburo member, Standing member of the Secretariat, Head of the Central Organizing Committee chaired the conference.

At the conference, delegates listened to the leaders of the Central Organizing Committee disseminate Regulation No. 114-QD/TW dated July 11, 2023 of the Politburo on controlling power and preventing and combating corruption and negativity in personnel work (This Regulation replaces Regulation No. 205-QD/TW dated September 23, 2019 of the Politburo on controlling power in personnel work and combating the abuse of positions and power). The Regulation consists of 5 chapters and 16 articles, clearly stating acts of corruption and negativity in personnel work, including: 8 acts of taking advantage of and abusing positions and powers; 6 acts of seeking positions and powers; and 5 other negative acts. Regarding the responsibility of controlling power and preventing and combating corruption and negativity in personnel work, the Regulation clearly states the responsibilities of Party committees, Party organizations, and leadership collectives; responsibilities of members of Party committees, Party organizations, and leadership collectives; responsibilities of heads of Party committees, Party organizations, and collective leadership; responsibilities of heads of advisory agencies, advisory staff, and personnel... The Regulation also clearly states issues of handling violations and implementation provisions.

Also at the conference, delegates heard the content of Regulation No. 113-QD/TW dated July 10, 2023 of the Central Party Secretariat on piloting the delegation of authority at the grassroots level to grassroots party committees where the direct superior is not a provincial party committee, city party committee, or party committee directly under the Central Committee. According to the regulations, a grassroots party committee must meet four conditions: have an important position in politics, economy, culture, society, national defense, and security; have many member units that are grassroots organizations in the same agency, public service unit, state-owned enterprise, and operate in a wide range (many provinces and cities); have 400 or more party members and be a party committee that has completed its tasks well for 3 consecutive years or more, then the party committee will be considered for piloting the delegation of authority at the grassroots level. The grassroots Party Committee is piloted to assign the authority of the superior level to perform the functions, tasks and powers of the corresponding grassroots Party Committee in agencies, public service units and state-owned enterprises; at the same time, it is considered and assigned a number of authority of the superior level such as: establishing specialized agencies to advise and assist; deciding to establish subordinate grassroots Party organizations according to regulations; the Party Committee Standing Committee is allowed to decide to admit Party members, discipline and expel Party members, reward Party organizations and Party members, transfer activities of Party organizations and Party members directly to the superior grassroots Party Committees...

Concluding the conference, the Standing member of the Secretariat and Head of the Central Organization Committee emphasized a number of important contents in the new regulations of the Central Committee; at the same time, he requested that Party committees and organizations at all levels, especially leaders, continue to carefully study and concretize the new documents according to the spirit and content that have been thoroughly grasped; well organize the study, grasp, and implementation, creating high synchronization and unity in awareness and implementation in localities and units. Regularly organize inspections and supervisions, and when signs of violations are detected, they must be strictly handled according to regulations. Emphasizing the importance of Regulation No. 114-QD/TW, he requested that Party committees and organizations at all levels, especially leaders, must seriously implement them with high determination so that the regulations can truly come into life, further strengthening people's trust in the Party's leadership in personnel work. He affirmed: The responsibility of Party building and rectification is the responsibility of the entire Party; The higher the position of the cadre, the more exemplary he must be in strictly complying with the Party's regulations; at the same time, the Fatherland Front, socio-political organizations and people of all walks of life are encouraged to actively participate in monitoring and reflecting, contributing to building a clean and strong Party and political system.
