On December 18, Dien Bien Provincial Police said that Dien Bien District Police had just summoned Nguyen Thi X. (born 1974), Vu Thi T. (born 1991), Nguyen Thi L. (born 1975), Hoang Thi T. (born 1963) and Hoang Thi T. (born 1950).
These are five grocery store owners who illegally traded in firecrackers. The police have confiscated more than 1,000 boxes of firecrackers weighing 8.4 kg from the five owners.

"According to Decree 137/2020 of the Government , people are not allowed to use firecrackers but are only allowed to use fireworks in cases of festivals, New Year, birthdays, weddings, conferences, openings, anniversaries and in cultural and artistic activities.
In particular, fireworks can only be purchased from organizations and businesses licensed to produce and trade fireworks, and have been granted a certificate of eligibility for security and order by a competent police agency," Major Ho Quoc Viet added.
