China is facing its first population decline in six decades and a rapidly aging population. The government has been rushing to implement measures to raise the birth rate, including financial incentives and increased childcare facilities.
China will double the number of childcare centers by 2025, state broadcaster CCTV said on Tuesday (May 16). The number of caregivers will also increase from 2.5 per 1,000 people to 4.5 per 1,000 people.
Many Chinese women do not want more than one child or do not have any children at all due to the high cost of raising children. In addition, the lack of childcare means many parents have to give up their careers to stay at home to care for their children.
Authorities have in recent months stepped up efforts to promote shared parenting responsibilities, but paternity leave remains limited in most provinces.
Government political advisers suggested in March that expanding fertility services to unmarried women could help boost the country's birth rate.
