Provincial Public Administration Service Center: "Transformation" after merger

Two months after the merger of the province, the Provincial Public Administration Service Center has begun to operate stably, playing a key role in building a two-level local government. This demonstrates the determination to reform administration and serve the people and businesses better and better.

Many positive results

The Provincial Public Administration Service Center was established on the basis of merging the three previous public administration centers of the three provinces. This is an administrative organization with its own seal and account, and its operating costs are guaranteed from the state budget.

The organizational structure has been improved with 1 part-time director (Deputy Chief of the Provincial People's Committee Office) and 4 deputy directors. The center also received all the staff from 3 old centers and added an administrative procedure control department.

Although it has just been put into operation, the Center has shown its role as an "extended arm" of the Provincial People's Committee in administrative reform. A series of important documents have been advised and issued, from the establishment of the center, management regulations, information system operation to instructions on implementing administrative procedures according to the one-stop and one-stop mechanism.

Notably, the application of information technology has brought about clear results. The Center has selected and agreed to use the iGate 3.0 General Administrative Procedure Information System. All 2,308 administrative procedures at the provincial and communal levels have been announced and made public on the system.

There are still difficulties

Besides the encouraging results, according to Mr. Thach Canh Minh Vu - Director of the Provincial Public Administration Service Center, the unit's operations also have some difficulties and problems that need to be resolved.

Firstly, some specialized systems such as: household registration, VNeID, business registration... often encounter errors, causing slow data synchronization and overdue records.

Second, the implementation of online public services still faces barriers from the people. Many people are still hesitant to use technology, lack equipment and are used to going directly to government agencies for guidance. This situation puts great pressure on the staff at the one-stop shop, leading to overload and long waiting times.

Another problem is the lack of interactive electronic forms that have not been fully developed by ministries and branches, causing difficulties for localities in implementation.

Furthermore, the measurement results from the Government 's monitoring system (EMC System) are not accurate and do not reflect the actual number of online records in the province, affecting the evaluation work.

Due to the above difficulties, recently at a working session with the leaders of the Ministry of Science and Technology , the leaders of the Provincial Public Administration Service Center recommended that relevant ministries and branches promptly fix software errors, build complete electronic forms and readjust the measurement system to ensure accurate data.

From July 1 to August 20, the province received nearly 196,000 online public service records, of which 143,807 records were processed. The rate of online records, both fully and partially, reached over 70%, showing people's access and change in habits towards the new working method. All received records were digitized, ensuring the Government's requirements.
