The Ho Chi Minh City Renewable Energy Association has just sent a document to the Prime Minister, the Government Office , the Ministry of Industry and Trade and relevant agencies proposing to perfect the policy on developing rooftop solar power and electricity storage systems in Vietnam.
Registration procedures have many shortcomings.
Accordingly, the Association assessed that the current administrative procedures for installing rooftop solar power still have many shortcomings. In Articles 21, 23 and 24 of Decree 58/2025, households installing rooftop solar power systems under 100kW may still be required to apply for a construction permit, fire prevention and fighting approval or environmental records, although specialized laws do not require it.
In addition, this unit also stated that the regulations on project acceptance and records of selling surplus electricity with approval documents from competent authorities are beyond the capacity of small households.
The Ho Chi Minh City Renewable Energy Association believes that current regulations cause many difficulties for people installing rooftop solar power. For example, the installation notification form (form 01) must be sent to many agencies at the same time such as the Department of Industry and Trade, Electricity, Fire Prevention and Fighting, Construction, Environment, etc., turning the "notification" procedure into a "disguised request for permission".

Furthermore, the incentive policy for rooftop solar installation is also being narrowed. Decree 135/2024 has 9 incentive policies, but Decree 58/2025 has only 2 principles. This lacks a breakthrough and is not attractive enough to achieve the target of 50% of households installing rooftop solar by 2030.
In addition, this unit believes that the limitation of selling only 20% of surplus output at low prices (1,092 VND/kWh), the lack of a mechanism for battery storage (BESS), energy communities or residential area models, makes people lack investment motivation. In addition, there is no unified support point, leading to different understanding and application in each locality.
Series of recommendations to encourage households to install rooftop solar panels
Therefore, the Ho Chi Minh City Renewable Energy Association recommends that administrative procedures should be reformed. For households installing systems under 100kW, there should be no requirement for a building permit, fire prevention and fighting records or environmental records.
The profile only needs to be simple, including notification form 01 and some basic technical information such as connection diagram, inverter parameters (a set of technical indicators of the inverter), and householder information. The only receiving agency is the local electricity or the Department of Industry and Trade.
Meanwhile, enterprises installing 100kW or more will fully comply with specialized laws. The Association also proposed applying the mechanism of "notification - post-inspection" instead of "permission - pre-inspection", at the same time the Ministry of Industry and Trade needs to issue a circular to guide the whole country so that localities are not allowed to request additional documents outside the prescribed list.
Regarding development incentive policies, the association proposed restoring incentives in Decree 135/2024, including tax incentives, credit, and research and training support.
At the same time, encourage ESCO/PPA models, meaning investors install the system, while households or businesses only pay for electricity or share the savings instead of having to invest the initial capital. In addition, add a priority connection mechanism, develop digital infrastructure and a "0 VND upfront payment" policy to make it easier for households to access.

Regarding electricity prices and the mechanism for buying and selling surplus electricity, the Ho Chi Minh City Renewable Energy Association proposed removing the 20% limit on surplus output (PVout), applying direct metering using two-way meters and piloting time-based electricity prices to encourage the use of battery storage (BESS) as well as load balancing.
Regarding the promotion of battery storage (BESS), the association proposes to support preferential loans and encourage the purchase of insurance for household systems under 50kWh. In addition, it is necessary to allow the implementation of the Solar + Storage PPA (SPPA) model, which means that the enterprise invests, and the household only pays the monthly electricity bill, helping to reduce the burden of initial investment capital.
In addition, the association also recommended the early issuance of QCVN/TCVN for battery storage systems (BESS) and hybrid inverters, referring to international standards. Equipment suppliers must have safety certificates and liability insurance.
We should pilot a renewable energy community model (many households, villages, and apartment buildings jointly invest in and use solar power) and develop virtual power plants, which means connecting rooftop solar power systems and household storage batteries to participate in the electricity market as a large factory.
Regarding capital, the State Bank needs to require commercial banks to set aside green credit packages for rooftop solar power and BESS, and mobilize resources from international funds.
In addition, it is necessary to set up a General Service Center in each province to receive documents, provide advice, issue codes and support connections, avoiding the situation of "running through many doors". At the same time, research and promulgation of the Law on Renewable Energy.
