On the afternoon of October 2, in Hai Phong, Vice Admiral Tran Thanh Nghiem, member of the Party Central Committee and Commander of the Navy, received Colonel Sergey Vladimirovich Belosludtsev for a courtesy visit on the occasion of taking up the post of Defense Attaché of the Russian Federation in Vietnam.

Vice Admiral Tran Thanh Nghiem affirmed: Vietnam and the Russian Federation have a long-standing traditional friendship and are comprehensive strategic partners. The good feelings and traditional friendship between Vietnam and the Russian Federation have always been respected, preserved and developed by the leaders and people of the two countries until today. In particular, with a 75-year history, the defense cooperation relationship has always received special attention from the leaders of the Party, State and Government of the two countries.

Along with the development of bilateral relations, defense cooperation in general and naval cooperation in particular have been continuously consolidated and enhanced, becoming an important pillar in the relationship between the two countries.

Regarding naval cooperation, since 2012, the two sides have established the Vietnam-Russia Joint Working Group mechanism on cooperation in the naval field, and so far the mechanism has been very effective.

In September 2025, the Vietnam Navy welcomed a delegation of the Deputy Commander-in-Chief of the Russian Navy; the training ship Smolny visited Cam Ranh International Port... This is a vivid demonstration of the good cooperative relationship between the two navies.

Vice Admiral Tran Thanh Nghiem hopes that in the coming time, Colonel Sergey Vladimirovich Belosludtsev, in his position, will actively support to promote the cooperation between the two navies to continue to go deeper and more effective, worthy of being a bright spot in the defense cooperation between the two countries. The two navies will focus on the fields of cooperation in training, education, port visits; and a number of regional and international issues of mutual concern.
