According to information from the Military Command of Tuyen Quang province, at around 10:00 a.m. on October 1, HBN (13 years old, residing in Lung Cang village, Ha Giang 2 ward) accidentally slipped into a sewer while playing near his house and was swept away by the rushing water. The unit is currently making efforts to search for him. However, heavy rains, strong floodwaters from upstream, deep inundation and rapid flow have made the rescue work difficult.
As of 12 noon on October 1, the province recorded 4,311 affected and damaged houses and 2,033 isolated houses. There are 41 communes and wards in the key areas where flash floods and landslides occurred. More than 2,973 hectares of rice, corn, sugarcane, tea, grapefruit and some other crops were damaged.


Currently, the authorities are still trying to find 4 people missing due to a landslide in Lung Cu commune on September 30. The floods also damaged many schools, medical facilities, irrigation works, and traffic on some routes was eroded and blocked. Many remote communes such as Chiem Hoa, Bac Me, Nam Dich, Mau Due... have been isolated, traffic is cut off, and people's lives are facing many difficulties.
Tuyen Quang province also banned all people and vehicles from passing through Chiem Hoa bridge Km241+887 on National Highway 3B (Chiem Hoa commune) and section Km63+600-Km63+700 on National Highway 34 (Bac Me Hydropower Plant area, Bac Me commune) to ensure safety.

Comrade Nguyen Danh Hung, Party Secretary of Ha Giang Ward 1, said that in the early morning of October 1, continuous rains and the rising water level of Lo River caused all roads and residential areas in the ward to be flooded and isolated. To proactively respond to floods, from the morning of September 30, When the water level of Lo River rose, the ward Party Committee and government urgently sent officers to be on duty at key locations, coordinating with the police and army forces to urgently move people and property to safety.
As of 12 o'clock on October 1, the ward No human damage has been recorded, but many areas are still submerged in floodwaters, some places are 4-5m deep, completely cut off. In the rain and wind, rescue forces are still trying to mobilize vehicles, find ways to approach isolated households, provide food, drinking water and support the relocation of property. In many residential groups, people have proactively and urgently moved their belongings and valuables to safe places, to minimize the damage caused by floods.

Comrade Bui Thi Xuyen, Chairman of the People's Committee of Na Hang commune, said that 9 out of 41 villages in the commune were flooded, including 3 villages located in areas at high risk of landslides. As soon as they received information about the Tuyen Quang hydropower reservoir releasing floodwaters, the commune promptly directed forces to the affected villages to assist people in moving their assets and livestock to safety.
For isolated villages, the authorities have promptly approached, evacuated people and provided adequate food and water. Currently, water in the villages in the commune is also receding slowly.

In the past 24 hours, the water level of the Lo River passing through Minh Xuan Ward has risen, flooding many streets. In the face of the emergency, Minh Xuan Ward Police mobilized all forces and vehicles, coordinated with functional units to evacuate people in deeply flooded areas to safety, and at the same time supported the transportation of assets and vehicles out of the danger zone and rescued raft houses along the river, preventing them from being swept away by floodwaters.
Lieutenant Colonel Trinh Ngoc Anh, Chief of Minh Xuan Ward Police, said that in the face of the complicated developments of the floods, following the direction of the Provincial Police and the ward leaders, the Ward Police have closely coordinated with the military forces and functional units to synchronously deploy response measures. The police force has mobilized and supported people at key points to move to safety, transported assets and anchored 34 rafts on the Lo River, ensuring the safety of people's lives and property. At the same time, they have organized barriers and warnings at flooded and subsided points, guided people to move away from dangerous areas; fully prepared life jackets, life buoys, rescue boats, and lifesavers to be ready to respond in case of emergency.

There are currently 38 large hydropower plants, 6 medium hydropower plants, and 7 small hydropower plants in the province. Currently, hydropower plants related to flood areas on Lo River, Gam River, and Mien River are being actively monitored to grasp the development of rain and floods in order to promptly develop flood control plans, ensure dam safety, and minimize risks to downstream areas.
Mr. Vu Van Tinh, Director of Tuyen Quang Hydropower Company, said that the company has been maintaining a 24/7 command and disaster prevention and control team, closely monitoring the developments of floods, inflows to the reservoir, water levels upstream and downstream of the reservoir to promptly report to the National Civil Defense Steering Committee and the Ministry of Agriculture and Environment to decide on an operational plan to cut and reduce floods for downstream areas. Strictly comply with the operating procedures approved by competent authorities and strictly comply with the instructions of the Chairman of the Provincial People's Committee and Head of the Provincial Civil Defense Command Committee in cutting, reducing floods and slowing floods for downstream areas.
Monitoring systems, warning equipment and communication with riverside localities continue to be maintained, ensuring timely information for local authorities at all levels and people in upstream and downstream areas before operating flood discharge according to procedures to ensure safety of people and property.

At the online meeting with communes and wards to assess the damage situation and deploy measures to respond to the circulation of storm No. 10 (Bualoi). Comrade Nguyen Manh Tuan, Standing Vice Chairman of the People's Committee of Tuyen Quang province, highly appreciated the proactive spirit of localities and the timely coordination of departments and branches in responding to storms and floods. He requested communes and wards to report information to the Provincial People's Committee every 2 hours, considering timely and accurate information as an important factor to promptly respond to floods.
Communes and wards should proactively let students stay home from school when they are at risk of being affected; localities are required to consider ensuring the safety of students and teachers as their top priority. The electricity sector needs to proactively come up with rescue plans, overcome difficulties, restore power supply as soon as possible, and ensure absolute safety in operations when floodwaters rise. Authorities focus on supporting the search for missing victims and helping people overcome the consequences.
Localities must strictly implement the "4 on-the-spot" measures, closely follow the area, count the damage, promptly support people, especially in isolated villages and hamlets; and resolutely prohibit people and vehicles from traveling to unsafe areas.

Comrade Nguyen Manh Tuan requested that as the water recedes, the environment must be cleaned up quickly, life and production restored, and the entire political system needs to continue to take drastic action, minimize damage, and stabilize people's lives soon.
