2 IMPORTANT GOALS OF RECRUITMENT WORK

But in reality, schools have different goals: recruiting quality students or ensuring that they meet their quotas. When the goals are different, the admissions methods are also different.
If the school wants to recruit students with good input capacity, it will have an evaluation method to select the best quality PhDs. But with the goal of recruiting enough quotas, the school will have an input threshold to ensure it can recruit the necessary number of students. "Schools can say that the training process determines the output quality. The training process cannot be denied, but if the input quality is not good, it will be difficult to have good output quality," Dr. Ha emphasized.
Therefore, Dr. Ha said: "The most important thing when building a new admissions innovation project is that schools need to stick to the goal of correctly assessing learners' abilities, ensuring unified control of input standards and strict control of output quality in the spirit of Resolution 71". However, according to Dr. Ha, the 2026 admissions work needs to maintain stability, avoiding disruptions that affect learners.

Master Pham Thai Son, Director of the Admissions and Communications Center of Ho Chi Minh City University of Industry and Trade, said that the 2025 admissions season has positive points such as: registration for admission, processing of wishes on the common system of the Ministry of Education and Training helps transparency, limiting the situation of fake candidates... The regulation of announcing admission results at the same time creates fairness among universities; limits chaos in early admissions, contributing to stabilizing the admissions system.
However, the conversion of percentile scores is not consistent among universities, causing concerns for PhDs. The simultaneous announcement of results creates great technical pressure. Not considering admission and announcing results early, although ensuring fairness, reduces flexibility and fails to take advantage of early admission methods. Next year, admissions need to be adjusted to achieve better results. Universities, although using a variety of admission methods, need to be more transparent in their criteria, and publicize data and results of each admission method.
Combined Selection of Multiple Criteria
According to Dr. Nguyen Duc Nghia, former Vice President of Ho Chi Minh City National University, there should be adjustments related to the construction of the enrollment plan of the universities themselves. He said that the enrollment plan of the universities needs to be simple, easy to understand and transparent. Because these regulations and rules are transferred into the software to operate the enrollment, if the complexity is high, it is easy to make mistakes. Currently, some universities tend to consider admission based on many criteria, this method will be more comprehensive in the context of the evaluation of each method is still different.
In this spirit, Dr. Nguyen Trung Nhan, Head of the Training Department of Ho Chi Minh City University of Industry, said that he fully supports the spirit of Resolution 71. The school's enrollment work is carried out according to the general regulations of the Ministry of Education and Training, which are shown in the annual enrollment regulations. Regarding the enrollment orientation for 2026, Mr. Nhan said that the school plans to adjust the enrollment method to ensure that it recruits PhDs with comprehensive capacity suitable for each training field. More specifically, the school plans to conduct a combination of multiple criteria. "The advantage of combining multiple criteria is that it recognizes the achievements and abilities of learners in all exams as well as the process of studying and training, the spirit of serving the community, society and even the ethics of students," added the Head of the Training Department of Ho Chi Minh City University of Industry.
Sharing the proposal to reform university admissions from 2026, Dr. Nguyen Quoc Anh, Vice Principal of Ho Chi Minh City University of Technology, said that to assess real and comprehensive capacity, it is not only based on high school exam scores, but also combines many forms such as general capacity assessment tests, interviews, review of activity records, etc. to fully reflect the knowledge, thinking and skills of candidates.

With the policy of unifying input standards and tightening output standards, according to Dr. Quoc Anh, the Ministry of Education and Training needs to issue a common input standards framework and a training quality control mechanism. At the same time, schools must establish output standards linked to labor market needs, ensuring that graduates meet national standards in terms of capacity and quality. "Build a national enrollment database, link test score and profile data, and standardize the admission process to prevent fraud and ensure fair assessment. This will help achieve the goal of transparency and fairness in enrollment," Mr. Quoc Anh added.
Dr. Nguyen Quoc Anh also outlined the orientation for adjusting the enrollment of Ho Chi Minh City University of Technology in the period of 2025 - 2026. Accordingly, to standardize the input criteria, the school will clearly define the score threshold and minimum capacity requirements for each major and each combination; strengthen measures to verify enrollment data to comply with the regulations on controlling input standards. At the same time, supplement capacity assessment for specific majors, for example, organizing tests or short interviews for majors that require high professional capacity to select the right candidates who meet the capacity standards. Link training with output standards, clearly announce the output standards of each program, promote quality assessment and closely cooperate with businesses to ensure that graduates meet the capacity and skills standards according to market requirements.
"The school will focus on raising input standards, adding capacity assessment forms and tightening control of output standards, in line with the capacity assessment goals and unifying input and output standards set out in Resolution 71," Mr. Quoc Anh emphasized.
The government requires the development of a project for high school graduation exams and university entrance exams on computers.
On September 16, the Government implemented Resolution 281/NQ-CP promulgating the Action Program to implement Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development. In 2026, the Ministry of Education and Training was assigned to develop a project to organize high school graduation exams, university entrance exams, vocational education, and large-scale assessment exams on computers. This requirement was made after the Prime Minister's direction last June on piloting high school graduation exams on computers in 2027.
How should the combined admission method be implemented?
Combined admission with multiple criteria is a comprehensive admission method that has been implemented in some universities before, for example, the University of Technology (Ho Chi Minh City National University)... Commenting on this admission method, Dr. Pham Tan Ha said that it has the advantage of comprehensively assessing the learner's capacity.
However, the important issue of this method is to determine the proportion of the results of the components that the learner needs to achieve in the total score for each major. When the school determines the proportion of 70% of the total score for admission from the results of the exams, the admission results will be different from 70% of the total score evaluated from the results of the transcripts. Therefore, the important issue in admission, regardless of the form, is still to determine the important criteria in the assessment to recruit quality learners.
