
The Ministry of Education and Training (MOET) has just announced a draft guide to rearrange and reorganize preschool, general education and continuing education facilities in accordance with the two-level government. One of the highlights is the proposal to consider merging small-scale, substandard preschools and primary schools in the same commune or ward according to a suitable roadmap, in order to improve the efficiency of using educational resources.
Review and evaluate school network
According to the draft, the Ministry of Education and Training requires localities to review the entire network of educational facilities, including the number of schools, school locations, classroom size, management staff, teachers, staff and facilities such as classrooms, functional rooms, public houses, kitchen areas, sanitation facilities, clean water systems, etc.
Based on the review results, provinces and cities will develop reasonable arrangement plans: merger, consolidation, dissolution or new establishment to avoid wasting resources, while ensuring compliance with the actual needs of the locality.
Prioritize inter-level school models in disadvantaged areas
The Ministry of Education and Training has proposed to prioritize the development of primary and secondary school models in sparsely populated areas or areas with difficult transportation conditions. Meanwhile, small-scale, substandard kindergartens and primary schools in the same commune will be considered for merger according to a suitable roadmap.
At the same time, the Ministry emphasized that it will retain schools and school sites with favorable conditions in terms of facilities, traffic, and population, and simultaneously dissolve substandard and ineffective satellite schools. Children and students will be concentrated in the main standard schools to ensure the quality of education .
Principles and implementation roadmap
The draft also sets out five important principles when arranging schools and classrooms:
Do not reduce access to education for children, students and trainees.
Ensure safety and convenience on the way to school.
Do not merge if the geographical distance is too far or the traffic conditions are not suitable.
Arranged within the scope of a commune or ward only.
Priority is given to retaining schools with favorable conditions.
In particular, each commune and ward must ensure at least one kindergarten, one primary school and one secondary school. In special cases, a school that combines primary and secondary schools may be established, but separate areas must be arranged for each level.
In addition, do not merge kindergartens with general schools or general schools with continuing education centers.
Resource allocation and support policies
Before receiving students from satellite schools, localities must prioritize budget allocation to upgrade and renovate facilities and teaching equipment at the main school. The arrangement must be accompanied by a reasonable arrangement of teachers and administrators, ensuring working conditions, public housing, transportation, etc. for the teachers after the merger.

In particular, the Ministry requires appropriate support policies for students in especially difficult areas, ethnic minorities, mountainous areas, islands and students with disabilities, to ensure access to education for all students.
Currently, the country has more than 23 million preschool and primary school students, with more than 12,100 primary schools, 10,700 secondary schools, and 2,455 high schools. The arrangement of the school network is not only a solution to optimize resources, but also aims to improve the quality of education nationwide.
According to Plan No. 130 on summarizing Resolution 18 of the Government, the Central Steering Committee has requested the arrangement and dissolution of unqualified higher education institutions. Regarding general education institutions, the proposal of the Ministry of Education and Training aims to maintain the existing school network basically, only adjusting when necessary to facilitate the learning needs of the people, especially in difficult areas.
