
On the morning of September 18, the Hai Phong Border Guard Command coordinated with the People's Committee of Do Son Ward to organize a conference to disseminate information about Vietnam's seas and islands and to combat illegal, unreported and unregulated (IUU) fishing. More than 100 fishermen, who are ship owners and captains in Do Son and Nam Do Son wards, participated in the conference.
At the conference, Lieutenant Colonel Pham Ngoc Binh, Deputy Chief of Political Affairs of the Hai Phong Border Guard, informed about the situation in the East Sea and the direction and tasks of protecting the sovereignty of the sea and islands in the coming time. Informing and propagating to fishermen 14 illegal fishing activities including: fishing without a license; illegally fishing aquatic species on the list of endangered, precious and rare aquatic species; fishing in prohibited areas, aquatic species with smaller sizes than prescribed, using prohibited fishing techniques and gear; illegal fishing outside Vietnam's waters; fishing in excess of the species' output, fishing in the wrong area and past the time limit stated in the license...

The reporter provided additional information on common violations in the process of fishermen exploiting and catching at sea and provided guidance on handling and resolving them.
In addition, the reporter also conveyed some main contents of Resolution No. 04/2024 of the Supreme People's Court guiding the application of some regulations on criminal prosecution for acts related to illegal exploitation, trading and transportation of aquatic products. Criminal prosecution is carried out for the following acts: leaving the country to illegally exploit aquatic products in Vietnam's waters; organizing and brokering for others to exit or enter the country to bring fishing vessels and fishermen to illegally exploit aquatic products outside Vietnam's waters; exploiting aquatic products in violation of regulations on protection of aquatic resources; exploiting, trading and transporting endangered, precious and rare aquatic products...

Do Son Border Guard Station is managing 141 vessels, including 11 vessels of 15m or more. In order to raise awareness and actions of fishermen in preventing illegal fishing, the border control stations organized all vessels and captains to sign a commitment not to violate and not to exploit seafood in foreign waters. They instructed ship owners to contact specialized agencies to complete the necessary equipment and documents for the offshore process to strictly control activities in and out of ports and seafood exploitation.
Through the propaganda conference, fishermen will be able to raise their awareness and understanding, thereby voluntarily and strictly complying with legal regulations during the exploitation and fishing process, especially implementing the recommendations of the European Commission (EC) to join hands with all levels, sectors and forces to remove the EC's "yellow card" for our country's fisheries industry.
