In 2020, the Provincial People's Council issued Resolution No. 15/2020/NQ-HDND on "Regulations on collection rates, collection, payment, management and use of fees for appraisal of dossiers for granting land use right certificates in Ninh Thuan province". However, according to the provisions of the new Land Law, some procedures for registering for granting land use right certificates have changed in terms of subjects, receiving and handling authorities. Therefore, the implementation according to Resolution No. 15/NQ-HDND is no longer suitable and needs to be re-regulated. Based on current regulations, draft resolutions and consultation with departments, branches and localities, the Department of Natural Resources and Environment (TN&MT) has compiled and supplemented the draft. Accordingly, specific regulations on each collection rate and collection amount according to the fee payer; including subjects eligible for fee reduction and exemption in each specific case.

At the meeting, representatives of sectors and localities gave additional comments to complete the contents related to regulations on collection rates, retention rates and management and use of fees for appraising dossiers for granting Land Use Right Certificates in the province.
Concluding the meeting, the Vice Chairman of the Provincial People's Committee assigned the Department of Natural Resources and Environment to advise the Provincial People's Committee to promptly complete the draft submission and resolution content to submit to the Provincial People's Council for consideration and approval in the nearest session. Relevant departments and branches coordinate with the Department of Natural Resources and Environment to unify the content, based on the provisions of the Law on Fees and Charges as well as the Government 's guiding documents; ensure the implementation of clear, strict, easy-to-understand regulations, creating favorable conditions for people and organizations in carrying out administrative procedures related to the dossiers for granting and exchanging Land Use Right Certificates.
