Provincial Party Secretary Nguyen Ho Hai presented the Secretariat's Decision to Colonel Vo Thanh Le, Political Commissar of the Provincial Military Command.
Attending the conference were representatives of the leaders of Department of Local Affairs II (Office of the Party Central Committee), the Central Internal Affairs Committee; members of the Provincial Party Executive Committee, members of the Provincial Party Inspection Committee, members of the Provincial People's Committee; leaders of departments, branches, sectors, the Fatherland Front, socio- political organizations at the provincial level and equivalent; Party Committee Secretaries, Chairmen of People's Committees of communes and wards.
At the conference, the Provincial Party Committee's Organizing Committee announced the Secretariat's Decision on approving Colonel Vo Thanh Le, Political Commissar of the Provincial Military Command, to join the Provincial Party Executive Committee for the 2020-2025 term.
Delegates vote to pass the Resolution
According to the assessment of the Provincial Party Standing Committee, in 9 months, the province's socio -economic situation continued to be stable and developed, notably: Aquatic product output reached more than 71% of the plan, up nearly 6%; rice reached 1.67 million tons, up 6.7%; industry increased by 8.4%; trade and service revenue increased by 18%. Tourism welcomed over 6.7 million visitors, budget revenue was 8,770 billion VND, export was nearly 1.9 billion USD. Education had many advances with the high school graduation rate reaching 99.4%, social security was guaranteed, in which the highlight was the completion of the Program to eliminate temporary and dilapidated houses 5 months earlier with nearly 9,700 houses.
In particular, after 3 months of implementing the two-level local government model, the province has arranged 19 provincial-level specialized agencies and 108 district- and commune-level units; arranged more than 5,600 cadres, civil servants, and public employees according to job positions, reducing over 480 non-professional commune-level cadres. Agencies and units quickly stabilized and operated smoothly; the rate of timely settlement of administrative records reached over 98%; policies for cadres were fully implemented with a support budget of over 35 billion VND.
The province also carefully prepared for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, ensuring democracy, safety and compliance with the law; at the same time, led the successful organization of the Congress of the Vietnam Fatherland Front and socio-political organizations for the new term.
Regarding the core tasks in the fourth quarter, the Provincial Party Committee continues to focus on leading and directing the successful organization of the 1st Provincial Party Congress, term 2025 - 2030 and summarizing congresses at all levels; resolutely speeding up the disbursement of public investment capital; continuing to monitor and perfect the two-level local government model; urgently reviewing and adjusting planning in accordance with new administrative boundaries; at the same time promoting digital transformation, administrative reform, attracting investment, developing tourism , and promoting the image of Ca Mau province.
Delegates discuss at the Conference
At the conference, delegates focused on discussing and analyzing the causes of limitations and proposing solutions for implementation in the fourth quarter of 2025. Many opinions emphasized the need to increase the contribution of science and technology to economic growth, while removing difficulties in procedures and policies to speed up compensation, site clearance and disbursement of public investment capital.
Delegates also recommended mobilizing and adding specialized staff in construction, land administration, and natural resources and environment to support localities and continuing to invest in information technology infrastructure, creating conditions to promote digital transformation associated with administrative reform.
Speaking at the Conference, Provincial Party Secretary Nguyen Ho Hai emphasized that despite many difficulties, with the efforts and determination of the entire political system, the province has deployed a two-level local government to operate smoothly and effectively. The completion of the Program to eliminate temporary and dilapidated houses 5 months ahead of schedule, which was awarded a Certificate of Merit by the Prime Minister, is an outstanding achievement, contributing significantly to ensuring social security.

The Provincial Party Secretary requested the entire Party Committee and political system with the highest political determination to strive to complete the set growth target of 8%, creating momentum for double-digit growth in the next period. Monitor and promptly handle issues arising in the operation of the two-level government, improve the quality of cadres and civil servants, effectively implement the decentralization and delegation mechanism. Review and adjust the Provincial Planning, ensure quality and feasibility, as a basis for attracting investment, effectively exploiting, avoiding waste. Promote the potential and advantages of the province, especially in energy, marine economy, fisheries and tourism; successfully organize promotional events to attract investment such as the 2nd Ca Mau Crab Festival in 2025. Carefully prepare for the organization of the 1st Provincial Party Congress, term 2025-2030 and launch patriotic emulation movements in accordance with the 2-level government model.
Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Thanh Ngai awarded Certificates of Merit to individuals.
On this occasion, the Provincial Party Standing Committee and the Provincial People's Committee Chairman awarded Certificates of Merit to 50 collectives and 25 individuals with outstanding achievements in implementing the operation of two-level local government.
