The Provincial People's Committee met to listen to reports on land use plans in the province.

On February 23, the Provincial People's Committee held a meeting to listen to a report reviewing the land use plan for the 2021-2025 period and the district-level land use plan for 2030 compared with the provincial planning for the 2021-2030 period, with a vision to 2050. Comrade Le Huyen, Vice Chairman of the Provincial People's Committee chaired the meeting.

According to the Department of Natural Resources and Environment (DONRE), on the basis of allocating national land use planning targets for the 2021-2025 period, with a vision to 2050 and the 5-year national land use plan 2021-2025 of the Prime Minister in Decision No. 326/QD-UBND, the Provincial People's Committee allocated provincial land use planning targets for the 2021-2030 period and the 5-year provincial land use plan 2021-2025 for districts and cities in Decision No. 297/QD-UBND, the Department of Natural Resources and Environment has coordinated with the consulting unit to complete the dossier of the land use plan for the 2021-2025 period of the province and has advised the Provincial People's Committee on Submission No. 128/TTr-UBND dated August 3, 2022 to submit to the Ministry of Natural Resources and Environment for appraisal of the land use plan for the 2021-2025 period of Ninh Thuan province.

Regarding the review of the district-level land use planning until 2030 compared with the provincial planning, through reviewing the basic indicators, there is a consensus. Industrial cluster land has a total area of 785 hectares in the province (according to the planning, it is 770 hectares); commercial and service land has a total area of 1,380 hectares (according to the planning, 1,382 hectares); non-agricultural production land is 828 hectares (according to the planning, 996 hectares); land used for mineral activities is 222 hectares (according to the provincial planning, 2,193 hectares); irrigation land is 9,328 hectares (according to the provincial planning, 10,121 hectares); security land is 635 hectares; land for construction of educational and training facilities is 484 hectares; energy land is 8,146 hectares; urban residential land is 2,763 hectares; economic zone indicators are 43,900 hectares in Thuan Nam and Ninh Phuoc districts. Regarding the land use planning targets to 2030 in the land use planning dossier to 2030 of districts and cities that have been approved compared with the land allocation and zoning plan for the period 2021-2030 in Decision No. 297/QD-UBND of the Provincial People's Committee, specifically: Thuan Bac district has 7/49 land use planning targets, Ninh Hai has 11/49 targets, Phan Rang - Thap Cham city has 8/49 targets, Ninh Phuoc has 15/49 targets, Thuan Nam has 14/19 targets, Ninh Son has 8/49 targets and Bac Ai has 12/49 targets.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested the Department of Natural Resources and Environment to study and advise the Provincial People's Committee to adjust Decision No. 297/QD-UBND according to the approved land use indicators in Decision No. 1319/QD-TTg on approving the Provincial Planning for the period 2021-2030, with a vision to 2050; proactively make additional plans in case the Government adjusts Decision No. 326/QD-TTg. At the same time, the sectors coordinate to review and identify necessary and urgent projects for districts to adjust district and city-level land use planning; for districts, urgent projects need to be adjusted in advance to be consistent with the provincial planning.
