Delegating authority to manage public investment projects to heads of units

The City People's Committee issued Decision No. 1577/QD-UBND on authorizing the implementation of a number of contents of investment project management using city budget capital, under the authority of the Chairman of the City People's Committee.

Regarding the investment decision , the Chairman of the City People's Committee authorized the Directors of the Departments of Construction, Science and Technology, Agriculture and Environment, Industry and Trade; Head of the Management Board of High-Tech Park and Industrial Parks of Da Nang, Head of the Management Board of Economic Zones and Industrial Parks of Quang Nam province.

Heads of these units are authorized to decide on investment in projects with construction components totaling no more than 20 billion VND (excluding compensation costs, site clearance, and land use fees) within the fields and scope of their management.

At the same time, authorize the heads of specialized agencies under the City People's Committee to decide on investment in projects with construction components of a total value of no more than 2 billion VND under their management and that of their affiliated units.

Heads of specialized agencies under the City People's Committee decide to invest in projects without construction components with a total value of no more than 20 billion VND within the scope, field, and specialized management.

The Director of the Department of Finance decides to invest in projects without construction components, with a total investment of no more than 20 billion VND in the fields of security and defense.

Regarding authorization in the settlement of investment capital , the Director of the Department of Finance approves the settlement of investment capital for group C projects by the Chairman of the City People's Committee and authorized persons according to regulations to approve investment projects (including projects handed over by agencies, organizations and units under the City People's Committee from districts) and compensation, support and resettlement costs implemented by units under the management of the City People's Committee.

The authorization period is valid until December 31, 2025.
