Building a free trade center with new policies and outstanding incentives
According to the report of the People's Committee of Da Nang City, in 2025, the total product in the area (GRDP) is estimated to reach 10.02%, with a scale of over 317,000 billion VND. The service sector increased by 10.4% with a clear recovery of tourism, retail, transportation and business services; the industrial - construction sector increased by 13.2% thanks to the progress of major infrastructure projects; agriculture, forestry and fishery continued to grow positively by 3.3%; budget revenue reached over 60,000 billion VND, equal to 123% of the estimate assigned by the Central Government. On that basis, the city set a target of GRDP growth of 11% or more by 2026, towards a double-digit economic development scenario for the entire period of 2026-2030.
At the same time, Da Nang is focusing on implementing Resolution No. 136/2024/QH15 of the National Assembly. To date, the City People's Council has issued 14 specific resolutions; a number of other resolutions on finance, science and technology, land, and public investment will continue to be completed in 2025. After three months of operation, the two-level urban government has initially shown its effectiveness: the apparatus is streamlined, transparent, and closer to the people; administrative reform and digital transformation have had many changes; public services remain stable, political security and social order are ensured. This is an important premise for Da Nang to maximize the advantages of the special mechanism allowed by the National Assembly.

To meet development requirements, Da Nang proposed that the Central Government soon allocate central budget capital for key infrastructure projects. First of all, the North-South high-speed railway project through the city, with a length of 45.22 km, land acquisition area of about 238.65 hectares, involving many residential areas, industrial parks, and existing technical infrastructure. This is a large-scale sub-project, requiring huge capital for compensation, site clearance, resettlement, and technical infrastructure. Da Nang has proactively completed legal documents and estimates, submitted to the People's Council to supplement the public investment plan, but the local budget is not enough to meet the demand. The city proposed that the Ministry of Finance advise the Prime Minister to allocate central capital of about 19,000 billion VND in the public investment plan for the period 2026-2030 for implementation.

The city also proposed that the Central Government continue to allocate capital to upgrade National Highways 14D and 14B, which are the main routes connecting Da Nang with the Central Highlands, Laos and Tien Sa Port. Regarding science and technology, the city proposed to allocate about 660 billion VND for two projects according to Resolution No. 57-NQ/TW, namely: the project to build and develop digital infrastructure and cloud computing, serving digital government, artificial intelligence, digital economy and the project to develop digital platforms serving smart urban government.
For the Free Trade Zone, the City People's Committee proposed to apply the same preferential policy as the Hai Phong Free Trade Zone according to Resolution No. 226/2025/QH15. Currently, the Ministry of Finance is seeking opinions from relevant ministries and branches. At the same time, Da Nang is also completing documents to propose additional outstanding policies right in the pilot phase, ensuring that the Da Nang Free Trade Zone is competitive enough with models in the region and the world.
Based on the practice of removing land obstacles according to Conclusion 77-KL/TW, Da Nang proposed to amend the 2024 Land Law to allow auctions of land use rights in the form of annual land rent payment. Currently, the law only allows auctions in the case of one-time payment, leading to difficulties in calling for investment in career projects such as health, education, culture, and sports. This proposal is considered a solution to remove legal bottlenecks, opening up opportunities to mobilize social resources for essential fields.
In addition, to effectively operate the two-level urban government model, the city proposed that the Central Government soon issue detailed guidance documents on expertise and the structure of commune and ward-level departments; at the same time, have policies on salaries and income to encourage civil servants, reduce pressure on administrative reporting, and focus on serving the people.
Promoting the role of a multi-sector, multi-polar growth center

Speaking at the working session, Vice Chairman of the National Assembly Vu Hong Thanh affirmed that the arrangement and merger have opened a new development phase for Da Nang, not only as an economic, tourism and seaport center of the Central region but also towards becoming a multi-industry, multi-center growth pole, connecting in the national and regional value chain.
The Vice Chairman of the National Assembly emphasized that the Party and State always consider the development of Da Nang a strategic task, which is consistently expressed in many important resolutions of the Politburo such as Resolution 33 (2003), Resolution 39 (2004), Resolution 43 (2019), Resolution 26 (2022), as well as Resolution 136/2024/QH15 of the National Assembly on the organization of urban government and piloting special mechanisms.
In particular, Resolution 222/2025/QH15 has selected Da Nang and Ho Chi Minh City as the locations to build an international financial center with a superior mechanism. These documents are an important legal corridor, demonstrating the attention and close direction of the Central Government, while opening up opportunities for Da Nang to maximize its potential, advantages and position.

Evaluating the 2025 results, the Vice Chairman of the National Assembly commented that Da Nang has achieved many positive changes in services, industry - construction, tourism and digital transformation, but there are still limitations such as: low agricultural growth, inadequate transport - logistics infrastructure, slow disbursement of public investment, and impacts from climate change.
Regarding the construction of an international financial center, the Vice Chairman of the National Assembly said that the city has been proactive and determined in implementing the Resolution of the National Assembly; important infrastructure projects, such as the central building, financial technology zone, submarine cable station, data center and 5G coverage, have been prepared, creating a solid foundation for the digital financial center and international financial activities.
On that basis, the Vice Chairman of the National Assembly suggested that the city focus on a number of key tasks including: perfecting the model of a streamlined two-level local government associated with digital transformation; reviewing and integrating regional connectivity planning; accelerating strategic infrastructure such as Lien Chieu Port, expressways, and the East-West economic corridor; developing a green, creative economy and sustainable tourism; effectively implementing the National Assembly's specific mechanism; putting the International Financial Center into operation soon; and at the same time, paying attention to improving living standards, social security, and creating a favorable environment for the development of the private economy.
Vice Chairman of the National Assembly Vu Hong Thanh believes that with the attention and direction of the Central Government, together with the determination, creativity and efforts of the entire political system and people, Da Nang will affirm its position as one of the important growth poles of the Central region and the whole country.
