Vietnam will be one of the few countries that will soon have a Law on Artificial Intelligence.

According to Deputy Minister Bui Hoang Phuong, the Law on Artificial Intelligence is expected to be submitted to the National Assembly by the end of 2025, making Vietnam one of the few countries with a comprehensive legal framework on AI.

The Artificial Intelligence Festival - AI4VN 2025 officially took place today (September 26) in Hanoi . With the theme "Vietnam in the Global AI Race", representatives of managers and businesses at the event shared practical problems and solutions to promote the application and development of AI in conjunction with the national strategy on digital transformation and AI development in Vietnam.

Speaking at the opening session, Mr. Bui Hoang Phuong - Deputy Minister of Science and Technology said that the Law on Artificial Intelligence is expected to be submitted to the National Assembly by the end of 2025, making Vietnam one of the few countries with a comprehensive legal framework on AI.

The draft law is built on five core principles: human-centered, ensuring safety and transparency, inclusive and sustainable development, balanced and harmonious governance. One of the highlights of the draft law is the management of AI according to the level of risk, in which high-risk AI systems will be subject to strict supervision. Regulations on transparency and labeling are also focused, requiring users to be clearly informed when interacting with AI, to address the challenges of distinguishing between human- and machine-generated content.

In addition to management, the law also aims to create development momentum, with special preferential policy mechanisms for AI research and development. The Ministry of Science and Technology also pioneers the application of AI in internal activities, typically in drafting legal documents, helping to free up labor and save significant time.

Finally, AI ethics was highlighted as a central topic of discussion. Challenges in education, healthcare, and finance all require a clear ethical framework where the final decision-making power remains with humans.

The Deputy Minister further emphasized that AI management and development requires a multi-dimensional approach, balancing innovation and protecting the rights of people and businesses. The role of experts, businesses and state agencies is indispensable in this process.

"The Ministry of Science and Technology is committed to continuing to improve the legal framework to promote the building of an open, transparent and effective AI ecosystem," Deputy Minister Bui Hoang Phuong affirmed.

Also at the event, Mr. Kim Wimbush - Counselor of CSIRO and Director of the Aus4Innovation Program in Vietnam emphasized that this year's theme reflects Vietnam's vision in taking advantage of the Fourth Industrial Revolution, promoting innovation for development while contributing to global progress. Australia is proud to accompany Vietnam on this journey.

According to Mr. Wimbush, the innovation partnership between the two countries was launched in 2017 and will be strengthened from 2024, with science and technology, innovation and digital transformation being the pillars of the comprehensive strategic partnership. The two sides have coordinated expertise to ensure that new technologies, including AI, are developed responsibly and sustainably.

Mr. Wimbush emphasized that events like AI4VN are the basis for the Government, researchers, businesses and innovators to cooperate and exploit the potential of AI for the common good.

AI4VN is held annually under the direction of the Ministry of Science and Technology. This is the 8th year the program has been implemented with the desire to help the community and businesses better understand the application of AI in life, playing a bridging role between ministries, departments, branches and businesses in exchanging policies and solutions to support AI development in Vietnam./.
