On September 24, 2025, at the headquarters of the Permanent Mission of Vietnam to the United Nations in New York, Acting Foreign Minister Le Hoai Trung and Tuvalu's Minister of Foreign Affairs, Labour and Trade Paulson Panapa signed a Joint Communique establishing diplomatic relations between the two countries.

With this event, Vietnam became the country to establish diplomatic relations with all 193 member countries of the United Nations, completing the goal of building a comprehensive network of diplomatic relations globally.

Tuvalu is the 193rd country with which Vietnam has established diplomatic relations, marking an important milestone in Vietnam's foreign policy. Before establishing relations with Vietnam, Tuvalu had diplomatic relations with 123 countries, including 6 ASEAN countries: Malaysia, Singapore, Philippines, Thailand, Cambodia and Indonesia. After the signing ceremony, the two sides discussed orientations to promote bilateral relations in the coming time. Acting Minister Le Hoai Trung and Minister Paulson Panapa affirmed that the establishment of diplomatic relations is a historic milestone, creating a foundation for long-term cooperation between the two countries.

The two sides agreed to continue discussions to promote specific cooperation activities in potential areas such as marine economy , tourism and education. In addition, the two sides also agreed to closely coordinate at multilateral forums of which the two countries are members.

On this occasion, Acting Minister of Foreign Affairs of Vietnam Le Hoai Trung invited Minister of Foreign Affairs, Labour and Trade of Tuvalu Paulson Panapa to visit Vietnam.

The establishment of diplomatic relations with Tuvalu not only strengthens Vietnam’s diplomatic position but also opens up opportunities for cooperation in strategic areas, contributing to enhancing Vietnam’s prestige in the international arena. This is also a testament to Vietnam’s foreign policy of independence, autonomy and proactive international integration.

Tuvalu is a small island nation in the South Pacific Ocean, a constitutional monarchy and parliamentary democracy. Accordingly, the British King is the head of state, represented by the Governor-General, and the Prime Minister is the head of government.

Tuvalu has a small economy that is vulnerable to climate change. Economic activities are mainly based on fishing, especially tuna, and food crop cultivation.

The island nation is a member of the United Nations, the World Bank, the Asian Development Bank, the Commonwealth of Nations and several Pacific Rim organizations.

Before establishing diplomatic relations with Vietnam, Tuvalua had diplomatic relations with 123 countries, including 6 ASEAN countries: Malaysia, Singapore, Philippines, Thailand, Cambodia, and Indonesia.
