Recent City People's Council meetings have clearly demonstrated the important role of the audit activity. Typically, at the 25th thematic session, when the City People's Committee submitted a Resolution on allocating regular expenditure estimates for the National Target Program on Socio -Economic Development of Ethnic Minority and Mountainous Areas in 2025, the City People's Council's Economic and Budget Committee carefully analyzed and agreed with the allocation plan, while requesting an early review of the unallocated budget to ensure disbursement progress. Thanks to that, the Resolution both complied with the principle of capital allocation and avoided wasting resources.

Another example is the Resolution regulating the level of investment and support in forestry. During the review process, the Economic - Budget Committee of the City People's Council compared it with the Government's regulations, confirming that the proposed support level was consistent with the local budget balance capacity, thereby ensuring that the Resolution had a clear practical basis. Or in the review of the 2025 capital plan, instead of just stopping at the overall figure, the committees carefully considered each group of tasks, prioritizing key areas such as essential infrastructure, education , culture and disaster prevention and control.

The review work also plays an important role in creating consensus in the parliament. The review report is presented briefly and concisely, pointing out the core points, helping delegates easily grasp the issues for discussion. When the recommendations are reasonable, the Resolution is passed with a very high rate. From there, the Resolution is strongly supported by the People and voters.

Another notable point is the increasing professionalism in the appraisal activities. If in the past the reports were still heavy on formality, mainly repeating the content of the submission, now it has changed significantly, with independent analysis data, strong criticism and clear recommendations. This is clearly shown when the City People's Council reviewed and revised agricultural support policies to suit the newly deployed 2-level local government model (CQDP2C). In the context of Hue operating the CQDP2C model, the upcoming Resolutions will be related to many major issues regarding budget, urban planning, and building specific mechanisms. All require strict appraisal work, avoiding "phase difference" between policy and practice. Appraisal is not only a step to complete the document, but also a step to create consensus, ensuring that the Resolution when issued truly becomes a driving force for development.

According to the Standing Committee of the City People's Council, the People's Council committees have proactively organized surveys and collected information to serve the verification work, especially for important contents such as arranging and streamlining the city-level apparatus, implementing the 2C model, planning work, supplementing and adjusting public investment plans. The verification reports of the committees were prepared objectively, with high criticality, providing a lot of information to help the People's Council delegates discuss, question and decide on major issues at the session. Thanks to that, the resolutions of the City People's Council were issued promptly, both institutionalizing the Central Government's policies and creating a legal corridor for all levels and sectors to implement, strengthen management effectiveness and promote key, inter-regional projects, contributing to the effective disbursement of public investment capital.
