On the morning of October 3, the Vinh Long Provincial Party Committee held the opening ceremony of the 1st Congress of Delegates for the 2025-2030 term with the theme: "Building a clean and strong Party Committee and political system; promoting the strength of great solidarity, revolutionary tradition and cultural identity; ensuring national defense and security; promoting innovation and breakthroughs, bringing Vinh Long to rapid and sustainable development in the new era."
The Congress was honored to receive a congratulatory flower basket from General Secretary To Lam .
Secretary of the Party Central Committee, Chief Justice of the Supreme People's Court Le Minh Tri attended and delivered a speech directing the Congress. Also attending were leaders, representatives of central departments, ministries, branches, and organizations; former leaders of the Party and State, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, former local leaders, and 499 outstanding delegates representing more than 152,000 party members from 128 grassroots-level Party Committees directly under the Provincial Party Committee.
In his opening speech, comrade Ngo Chi Cuong, member of the Party Central Committee, Secretary of the Vinh Long Provincial Party Committee, emphasized that the 1st Provincial Party Congress has historical significance, marking an important milestone in the development process. The Congress has the task of reviewing the implementation of the Resolution of the 11th Congress of the Party Committees of the three former provinces of Ben Tre, Tra Vinh and Vinh Long; determining the goals, directions and development tasks of Vinh Long province for the 2025-2030 term.
With the motto: "Solidarity-Democracy-Discipline-Breakthrough-Development", the Congress clearly demonstrated the will, determination and aspiration to build a locality that develops quickly and sustainably in the new era.
During the 2020-2025 term, implementing the Resolution of the Party Congresses of the three provinces (formerly Ben Tre, former Tra Vinh, former Vinh Long), Party building work continued to be focused on strengthening. The political mettle, qualifications, leadership capacity and fighting strength of the contingent of cadres and party members were constantly improved, increasingly demonstrating mettle and responsibility in the face of difficulties and challenges.
The Provincial Party Committee seriously implemented the resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat on organizing the apparatus of the political system in the direction of streamlining, strength, efficiency, effectiveness, and efficiency, building a two-level local government that operates smoothly and effectively.
Regarding socio-economic development, in the 2020-2025 period, economic growth will reach an average of 5.58% per year; the GRDP scale in 2025 is estimated at VND 288,858 billion, GRDP per capita will reach about VND 85.31 million/person/year. The average growth rate of the private economic sector will reach about 10-11% per year, contributing positively to GRDP growth, creating jobs and promoting economic restructuring.
The province has identified the marine economy as one of the key driving forces to promote rapid and sustainable growth. The province is currently operating a total commercial capacity of 5,416 MW of electricity; of which 918 MW is from renewable energy, reaching a total output of nearly 30 billion kWh/year, creating a value equivalent to VND 24,300 billion/year. The Central Government has planned to add 2,900 MW of wind power and 150 MW of solar power to the province by 2030, aiming to form a large-scale renewable energy center of the country in the future.
At the Congress, comrade Nguyen Thanh Tam, member of the Party Central Committee, Deputy Head of the Central Organizing Committee, announced the decisions of the Politburo and the Secretariat on the mobilization and appointment of the Executive Committee, Standing Committee, Secretary and Deputy Secretary of the Vinh Long Provincial Party Committee for the 2025-2030 term. The Politburo appointed the first Executive Committee of the Vinh Long Provincial Party Committee for the 2025-2030 term, consisting of 83 comrades, and the Standing Committee of the Provincial Party Committee consisting of 24 comrades.
The Politburo mobilized, assigned and appointed comrade Tran Van Lau, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Can Tho city to join the Executive Committee, Standing Committee and hold the position of Secretary of the Vinh Long Provincial Party Committee for the 2025-2030 term.
Deputy Secretaries of Vinh Long Provincial Party Committee, term 2025-2030, include: Standing Deputy Secretary Ho Thi Hoang Yen, comrades Lu Quang Ngoi, Nguyen Minh Dung, Le Van Han, Lam Minh Dang, Kim Ngoc Thai.
In his speech directing the Congress, comrade Le Minh Tri highly appreciated the preparation work of the Vinh Long Provincial Party Committee for the Congress and praised the achievements of the Party Committee, government and people of the province in the past term. Comrade Le Minh Tri said that the province needs to frankly acknowledge the difficulties and limitations to have a basis to propose practical and effective solutions to overcome them in the coming term, bringing Vinh Long province to develop quickly and sustainably.
Comrade Le Minh Tri suggested that in the 2025-2030 term, the province needs to be determined to implement solutions to effectively exploit potential advantages, especially the large development space after Vinh Long province is merged. The locality needs to exploit its potential and specific advantages; flexibly adapt to the era of digital transformation, international integration and climate change.
He suggested a number of issues for the province to study and implement, such as: strongly shifting to ecological agriculture, high-tech agriculture, and smart agriculture adapting to climate change. The province needs to form large-scale concentrated commodity production areas, closely linked to the processing industry and global consumer markets; build a closed value chain from production-processing-distribution, so that key agricultural products can conquer the most demanding markets, bringing higher value.
The province’s industry and renewable energy must become a driving force for breakthroughs from the advantage of more than 130km of coastline. Vinh Long can completely become the country’s renewable energy production center, associated with the development of supporting industries, logistics services and clean energy equipment supply chains. Therefore, the province needs to prioritize attracting projects that are commensurate with resources, deep processing projects, modern technology, and environmentally friendly.
The province focuses on synchronous investment in inter-regional strategic infrastructure systems of national highways, coastal routes, expressways, inland waterways, seaports, and river ports to expand development space and attract high-quality investment. Vinh Long strictly implements the orientations, tasks, and solutions stated in Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo "on breakthroughs in science and technology development, innovation, and national digital transformation," and Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo "on private economic development."
The locality encourages the development of technology enterprises, innovative startups, promotes technology transfer, application and linkages between institutes, schools, enterprises and the State./.
