Vinh Te Ward was formed on the basis of merging 3 units including: Nui Sam Ward, Vinh Te Commune and Vinh Chau Commune of Chau Doc City (old). Currently, the ward has a natural area of over 64km 2 , population of 40,222 people. In the 2020 - 2025 term, the potential and strengths of trade, services and tourism continue to be promoted; tourism plays a leading role in the economy . The Via Ba Chua Xu Festival on Sam Mountain contributes to attracting and retaining tourists. In the past 5 years, there have been more than 5 million visitors coming to visit and worship every year, reaching 116%, exceeding the congress resolution target 2 years early.

The momentum from the previous term urged the locality to set new, "bold" but feasible goals. In addition to building a clean and strong Party Committee and political system; improving the effectiveness and efficiency of local governance; promoting democracy and the strength of national solidarity; firmly ensuring national defense, security, order and social safety, the ward Party Committee is determined to mobilize all resources, effectively exploit cultural and historical potentials and advantages; and build the ward into a unique cultural heritage urban area.
In particular, the main targets set are: Total state budget revenue for 5 years (revenue from the local economy) 17 billion VND, average annual growth rate of total product value in the locality (GRDP) 10%, total social investment capital 1,500 billion VND, total number of tourists visiting the ward in the period 2026 - 2030 reaching 26 million, average spending of tourists by 2030 at 600,000 VND/person, by 2030 the locality will no longer have poor households according to multidimensional poverty standards...
“We have set out 10 key tasks. In particular, we focus on developing socio-economic infrastructure, urban infrastructure, prioritizing investment in key projects to create development momentum. Strive to invest in the construction and completion of a number of key projects in the 2026 - 2030 term, such as: Sam Mountain Cultural Park (including an 81m high Buddha statue); Sam Mountain Cultural Park roundabout; upgrading and building new inner-city roads; roads connecting the starting point of Chau Doc - Can Tho - Soc Trang expressway to Tinh Bien and Khanh Binh border gates (section passing through the ward), and the ward's administrative center”, informed Mr. Trang Cong Cuong - Secretary of Vinh Te Ward Party Committee.
In addition, Vinh Te ward focuses on arranging, adjusting and effectively managing residential space, prioritizing the rearrangement of houses along the canal and residential areas around the Ba Chua Xu Temple area on Sam Mountain to ensure safety, in accordance with planning, while creating space for urban space development and heritage projects, eco-tourism and culture. Strive to complete at least 1 model resettlement area in the new term, adapting to climate change and suitable to the natural characteristics of the locality.
In particular, the locality focuses on economic development in the direction of tourism, trade, services, and urban agriculture. Spiritual tourism is chosen as the main focus, research and development of community tourism, effectively exploiting the potential of border tourism, e-commerce, and high-tech agriculture. Strengthening investment calling in all fields of tourism, urban, trade, services, agriculture, industrial clusters, etc. By 2030, striving to call for investment in at least 1 project with an investment capital of more than 100 billion VND. Focusing on building a civilized, cultural, friendly, safe tourism environment in Vinh Te ward, etc. to develop sustainable tourism.
Comrade Trang Cong Cuong further emphasized: "The ward Party Committee will pay attention to preserving and promoting the value of cultural and historical heritage, focusing on the Via Ba Chua Xu Festival of Sam Mountain, unique cultural and religious works and sites, associated with the development of cultural and spiritual tourism, creating a unique identity for Vinh Te urban area; building a tourism culture, together with the province implementing commitments to UNESCO on promoting and transmitting the values of the Via Ba Festival".
