In the 2020-2025 term, Quang Ninh has achieved many outstanding results, continuing to maintain its role as a comprehensive growth pole of the Northern region. The economic growth rate remains high, with an average increase of 10.4% per year in the 5 years 2021-2025, 1.7 times higher than the national average. The economic scale has increased rapidly, with an estimated 395,000 billion VND in 2025, 1.9 times higher than in 2020; The economic structure has shifted positively and sustainably, with the proportion of the industrial, construction and service sectors and product taxes increasing from 93.4% in 2020 to an estimated 95.9% in 2025. The average GRDP per capita in 2025 is estimated to reach over 11,000 USD, 2.23 times the national average, 1.7 times higher than in 2020. The total state budget revenue in the locality is always among the top localities in the country, in the 2021-2025 period it is estimated to reach over 274,000 billion VND, 1.3 times higher than the 2016-2020 period, an increase of 3.1%/year. Quang Ninh is one of the localities that regulates the national budget and has the highest revenue among the provinces and cities in the country.

The development of the mining industry is always closely linked to the construction and growth process of Quang Ninh.

Contributing to that proud achievement are the efforts, intelligence, enthusiasm and responsibility of workers and officials of the Coal industry. This important industry continues to maintain its role as an economic pillar of the province, contributing to ensuring national energy security. In the period of 2021-2025, the total clean coal output is estimated to reach 219 million tons, an increase of 12.7% compared to the period of 2016-2020; the mining industry's growth is estimated to increase by an average of 4.47% per year, accounting for 19-20% of GRDP, contributing about 40% of the province's domestic budget revenue.

In order to sustainably develop the coal industry, every year, the Vietnam National Coal - Mineral Industries Group (TKV) spends nearly 1,000 billion VND on environmental protection, strengthening coal resource management, contributing with Quang Ninh province to accelerate the transformation of the economic model from "brown" to "green".

As of 2025, the Coal industry strives to achieve clean coal production of 39.5 million tons, an increase of 1.5 million tons compared to 2024. Coal consumption strives to reach 51.5 million tons, an increase of 2.5 million tons compared to 2024. Total revenue of the whole industry strives to reach 180,000 billion VND, an increase of 8% compared to 2024. The Group also strives to pay the state budget at the highest level and aims to increase investment value by 12% compared to 2024 in accordance with the direction of the Central Government.

In the coming period, Quang Ninh will resolutely and persistently implement measures to improve the quality of economic growth, and transform the development method from “brown” to “green”. The province will focus on deepening the comprehensive innovation process, strongly shifting the economic structure in a more positive and sustainable direction.

In line with the development strategy and planning of Quang Ninh, for the 2025-2030 term, the Coal industry strives to produce an average of 38.6 million tons of coal per year. The Coal industry promotes the implementation of a comprehensive transformation strategy in the direction of "green - digital - efficient - sustainable", focusing on 4 pillars: Green transformation of the coal industry, in-depth development of strategic minerals, comprehensive digital transformation and restructuring of the organizational apparatus. In particular, harmonious development between economic goals and environmental protection, ensuring labor safety and improving the lives of workers.

Quang Ninh province determines to develop the mining industry reasonably and sustainably, focusing on the coal industry; continue to maintain its role as a national energy center. With that mindset, the coal industry continues to transform strongly, transforming the production model towards green, sustainable, and environmental protection, thereby firmly entering a new era with Quang Ninh province.
