In the 2020-2025 term, the Party Committee, government and people of the old communes have united, joined hands, and unanimously overcome difficulties and challenges, made efforts to implement the congress resolution, and achieved outstanding results: the economy continued to maintain good growth, the economic structure shifted in the right direction, and a number of areas achieved and exceeded the targets set by the congress. The average annual growth rate of gross product is estimated at 5.1%, the production value in 2025 is estimated at 2,405 billion VND; the economic structure shifted towards increasing the proportion of industry and services, reducing the proportion of agriculture, by 2025 the proportion of agriculture - forestry and fishery will account for 21%, industry - construction 50%, services 29%. The average income per capita by 2025 is estimated at 68 million VND/year, an increase of 19.5 million VND compared to 2020.

Agriculture and fishery have exploited their potential well, many new models with high economic efficiency have been formed. The growth rate of agricultural and fishery production value in the period of 2021-2025 reached 3.5%; the average annual food output reached 13,695 tons/year; the total value of the whole industry reached 373 billion VND; the average product value/ha of cultivation reached 125 million VND/ha/year. The area of agricultural land was accumulated and concentrated for large-scale agricultural production, applying high technology and following high technology direction of 43 hectares; stably maintaining 2 production chains according to the value chain for high economic efficiency. The One Commune One Product (OCOP) program was promoted, with 2 OCOP products during the term. Livestock farming is developed in the direction of farms, applying high technology. The whole commune has 13 farms, with production value reaching from 500 million to 1.5 billion VND, and profits reaching from 200 to 500 million VND.

Industry, handicrafts, trade and services have grown quite well, quality and efficiency have been improved; the growth rate of industrial and construction production value in the period of 2021-2025 reached 9.3%; Thuan Loc Industrial Cluster (in the process of site clearance) has been formed with a scale of 23.83 hectares, expected to create jobs for about 3,100 workers, creating a premise for the economic growth of the commune in the coming period. The whole commune currently has 4 industrial and handicraft production establishments that have created jobs for 6,500 workers with stable income.

Construction management, planning, and investment in socio-economic infrastructure development have been strengthened. Financial and budgetary activities have achieved good results; the investment and business environment has been improved, attracting more and more business investment. Management and use of natural resources and environment have had positive changes. Socio-economic infrastructure has been invested in a synchronous and modern direction, creating momentum for economic development.

The commune has mobilized resources, promoted the socialization of education, invested in building a system of facilities and school equipment in a synchronous and modern direction, meeting the requirements of educational innovation and the goal of building schools that meet national standards. Up to now, 16/16 schools in the area have met national standards, completing 100% of the set plan. Culture and society have many progressive changes, social security is guaranteed. National defense and security are strengthened, social order and safety are maintained. People trust in the leadership of the Party Committee and the management role of the government.

After more than 1 month of operating the 2-level local government model, the Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Hau Loc commune have proactively completed the apparatus, implemented work in accordance with regulations, smoothly, taking the satisfaction of the people and businesses as a measure of operational efficiency; the slogan "The State and government serve" is no longer just words but has strongly changed from thinking, awareness to action.

In the 2025-2030 term, along with the whole country and Thanh Hoa province, Hau Loc commune will enter a new development phase, focusing on perfecting the Party apparatus, government, and Fatherland Front Committee to operate effectively according to the 2-level local government model. In the next 5 years, the commune will have many advantages: socio-economic infrastructure works, especially major inter-commune connecting roads, have been completed, opening up opportunities to attract investment and promote production and business. The strong development of information systems, digital transformation, trade and services will create new momentum for the local economy. Many new policies and guidelines of the Party and State have come into life; political stability, social order and safety are ensured; the attention, leadership, direction and support of superiors are important favorable factors for Hau Loc to make a breakthrough. This is the solid foundation and premise for the Party Committee, government and people of Hau Loc commune to strive to overcome difficulties and successfully implement the goals and tasks of the 2025-2030 term.

The Party Committee of Hau Loc commune has determined the motto of action: "Solidarity - Responsibility - Breakthrough - Development". The goal is to strengthen the building and rectification of the Party and the political system to be clean and strong; innovate leadership methods; improve the administrative capacity of the government; develop the economy quickly and sustainably on the basis of applying science and technology, digital transformation, green transformation, circular economy and knowledge economy; improve the quality of culture - society, health, education and people's lives; protect the environment; continue to promote discipline and administrative order; firmly ensure national defense and security; and political and social stability.

During this term, Hau Loc set out 11 economic targets, including an average annual growth rate of 12% or more in total product value in the area; average income per capita/year by 2030 reaching 90 million VND or more...; 8 socio-cultural targets; 2 environmental targets; 1 security and order target; 2 Party building targets, in which the total number of newly admitted party members is 380 or more. Every year, over 90% of party committees and affiliated party cells are assessed to have completed their tasks well or better. Two breakthroughs are identified as: continuing to attract investment; building and perfecting the socio-economic infrastructure system, focusing on transport infrastructure, industrial cluster infrastructure, and infrastructure serving production and business. Promoting administrative reform, focusing on enhancing science and technology, innovation and digital transformation; Enhance discipline and order among cadres, civil servants and public employees in performing assigned duties and responsibilities.

To achieve high results in implementing key targets, tasks and breakthroughs, Hau Loc Commune Party Committee has proposed key solutions: building and implementing synchronously and effectively socio-economic development plans and projects. Promoting economic restructuring towards rapidly increasing the proportion of industry, small-scale industry and services, meeting the requirements of accelerating and breaking through economic growth. Comprehensively developing agriculture towards concentrated commodity production, applying high technology and following high technology, associated with building product brands. Focusing on developing industry - construction, small-scale industry, creating new momentum for economic growth; rapidly and diversely developing service sectors, especially advantageous services. Continuing to lead the implementation of improving the investment and business environment, promoting the development of enterprises and economic sectors. Focus on investing in gradually synchronous socio-economic infrastructure, promoting socio-economic development, improving the material and spiritual life of the people. Promote the application, transfer of science and technology and digital transformation, creating a breakthrough in socio-economic development. Continue to implement, fundamentally and comprehensively innovate education and training, improve the quality of human resources, meet development requirements. Maximally mobilize resources to invest in infrastructure, improve the quality of medical examination, treatment and health care for the people. Well implement social security policies, poverty reduction work, improve people's lives. Effectively manage and use land and resources, proactively respond to climate change, protect a green - clean - beautiful environment. Ensure national defense and security, maintain political stability, social order and safety.

Promoting the revolutionary tradition and achievements, the Party Committee and People of Hau Loc commune continue to unite, promote democracy, creativity, determination to overcome difficulties, compete to successfully implement the Resolution of the 1st Congress of the Party Committee of the commune, term 2025-2030, contributing to building Hau Loc commune to be increasingly rich, civilized, and confident to accompany Thanh Hoa province and the country into the new era.
